I don't know, maybe absolute number of factories?
To my mind "The will to produce steel" is closer than "absolute number of factories" or "number of high-rises". I am not certain others would agree.
 
I mean, unless Greece collapsed entirely in its production of H2So4, I can't think of anything in the map seriously tied to steel but not being steel :)
It is not tied to steel at all. Steel in the above post could be replaced with loads of stuff.

Doesn't look like it is iron or zinc (going by google maps).

Think a little bit like this, but perhaps more abstract is a better word than more general. I think the economic flows related to this would be many times those related to steel.
