It frustrated me because I find it hard to be something that abstract and also be seemingly absent from a country like Indonesia, or even Venezuela with its pants-on-head bus driver president.

I think they must be missing some countries. I am not sure how they can have say Zimbabwe with <10, but zero in Indonesia.
