Greece actually has a space agency ^_^ Maybe there are some greek astronauts, although clearly no greek spaceship/space-station.
But yes, as Gin said, it should be about some cooperation. Maybe Bulgaria didn't even want to pretend it can into space.
 
Telescopes, tracking of asteroids and objects passing close to Earth?
 
Yellow seems to be full members of the ESA - pale blue.

Green and Blue have space agencies but have not launched their own rockets.

Red and orange have launched their own rockets.

What the distinction between red and orange or between blue and green is I'm not sure.

It's starting to make sense.
IIRC, Cyprus has a fledgling space industry where two groups regularly launch rockets at each other across a valley, but not not like Israel and Palestine.

Red: countries with orbital launch capabilities
Orange: Orbital launch capabilities as part of ESA
Green: program in development
Blue: Program abandoned.

I hope you stumbled upon a nice map while researching ;).
 
The top countries are USA, New Zealand, Switzerland and Columbia? Something to do with money laundering or corruption?
