Epirus is hardly the most industrialized part of Greece though. I am wondering what Epirus has that is different than the rest of the country. Can't be the poor railway/absence of rails, since most of western Europe is red.

Maybe it has to do with livestock? Epirus has most of the livestock herds of the country, so perhaps livestock per capita/ abundance of livestock etc?
