The New Qin Empire shall cede to the Lianshan Yi the Nanling mountains and all territories west of them according to the maps agreed to by both parties as well as all villages, mines, industrial facilities, and other developments and infrastructure therein. In exchange and to assist the New Qin Empire in rebuilding from the wars it has fought and the damages of the recent hurricanes that have struck its southern coast, the Liangshan Yi will provide the New Qin Empire with a payment of 3 EP.

    Hubei know that we will abide by your decision in regards to Bingzhou, but Korea still feels a white peace is the best option at this time.

    Carl Emmerich did not expect three dozen books to fall on his face when he pulled out the copy of the book Coup d'État: A Practical Handbook from his bookshelf in his new office.

    This was a good event, he thought. He finally figured out where he put the darn textbook on European History. The fat book was currently located next to his side after it hit his foot on the way down.

    Oh, and there was that Marquis de Sade. He probably shouldn’t have brought that one into the office.

    The cell-phone rang. Carl’s ringtone was that of a fire truck screaming by. He pulled his cell-phone out of his pocket and answered it before it caused a panic. “Yes?”

    “Hey Carl!” the voice on the other line said. “I heard that you quit the company!”

    “Hey Zoe,” replied Carl. “Now may not be the best time to call me.”

    “Oh, are you seriously training to be a teacher right now? That is cool, you know, training the minds of the next generation. So how does training feel like?”

    “Hell.” Carl answered. “I feel buried in books for some odd reason.”

    “Cool,” Zoe said. “Hey, do you want to hang out later? I need to show you this girl I met…”

    “No, I have a date today with the beautiful Katherine Voigt,” Carl said.

    “Whaaaaat? Her? Consorting with the enemy already Carl? You know how much trouble she causes the company these days.”

    “Yeah, I know. But she happens to be the major sponsor for the academy,” Carl moaned.

    “Yeah, I know too. I’m just screwing with you. Oh shoot, got to go bye!”

    There was a clicking noise. Carl sighed and slipped the phone back into his pocket. Another book, In Active Services in Peace and War fell on his face and knocked him out.

    “Mr. Emmerich,” Katherine Voigt said as she stood next to the buried body of Carl. “You seem deep in your studies.”

    “No problem, madam,” Carl managed to breath out. “Here… could you help me out of this pile?”

    “Are you sure,” Katherine said, picking up the book by Marquis de Sade. “That you are allowed to bring this into the Academy?”

    “…Yes?”

    “I’ll put it in your desk,” Katherine said. There was a large creaking noise and something heavy being dropped inside a wooden container. “And what do you think you are doing under the pile of books?” Katherine said. “Clean this area up immediately.”

    “I think I broke a rib, madam.”

    “You are fine,” Katherine said simply, lifting Carl out of the rubble. “I do wonder, however, why the academy is not being finished as scheduled.”

    “Madam, I am a history teacher, not a…” Carl never finished that sentence. He died a little inside and let out a small whisper after Katherine gave him a short stare. “I will go and look for a reason immediately, madam. But this extra time does give other teachers more time to be trained…”

    “Excellent. I will be eager to hear your reports,” Katherine said. “Speaking of reports, what are you teaching the students? Not Marquis de Sade, I hope.”

    “My lady! Do you think me such a… such a man?” Carl looked mockingly shocked. “No, I will simply be teaching them advanced United States History.”

    “Ah, slightly better,” Katherine said.

    “In any case,” Carl said hurriedly. “You do realize that there are some people in the Spiegel Corp that are bitter that, instead of a Spiegel Corp employee, you have been chosen to…”

    “Let them bicker. It does not matter in the end. There always will be whisperings, but with time, those whisperings will move on to different topics of interest.”

    “I wouldn’t be so sure about that, it’s a pretty big thing, mein fuhrer.”

    “Miss Voigt,” Katherine corrected Carl. “I have no desire to be called by that title more than I need to, Mr. Emmerich.”

    “Well, it’s a good title, no? And quite a fitting one as well considering…”

    Carl reeled back as Katherine slapped him once in the face. “Alright I probably deserved that. I apologize, Miss,” Carl muttered.

    “If you are done fooling around,” Katherine’s face was expressionless. “We have more important matters to discuss.”

    “I would have thought that Spiegel Corp would send one of their own employees into King’s Court,” the guard captain grunted.

    “Spiegel Corp does not speak for the ETC or people of Bavaria. I am the representative of the ETC, and thusly I am the most suited for the task.”

    “Well, come this way, please,” the guard captain muttered.

    “If possible, I would like to enter unannounced.”

    “Why, are you shy, ma-” the guard captain asked. Katherine Voigt remained expressionless. 5 black-suited sunglass wearing men stared daggers at the Guard Captain through their tanned glasses.

    “As you wish, madam,” the guard captain said with a voice of a withered old man.

    “Thank you,” Katherine said. She walked past the guard captain and into the court.

    Heinrich von Salza was a man of order. His father had taught him that discipline was key in life, and the military reinforced it further. The reason that the military ran so efficiently was because as its Grandmaster, von Salza could for the most part control the emotions of his subordinates. But politics was another story. Von Salza looked helplessly at the Kaiser to restore order as one noble shouted over another. Asleep. Possibly intoxicated. No, not possibly.

    This stupid manifesto had the entire court up in arms. They were all for the unification of Germany. In fact, the treaties were all about to be signed soon enough, though a press release would be needed for the official announcement. The problem was the cry for a fuhrer. Some nobles ludicrously thought that they should be fuhrer. Others opposed any check on the Royal Court. Never mind that the Royal court for the most part only dealt with military matters, and as the conversation went on, Von Salza became more and more irritated. As a group, they were formidable. As individuals, they were unremarkable. Perhaps these people didn’t understand, but Bavaria was not surrendering to a nonexistent military threat. They too wanted one German nation. Von Zimmerman made it quite clear though that the Bavarians expected one of their own to be Fuhrer. Von Salza continued his reverie until one of the nobles stood up and shouted “Von Salza, why not have you be our Fuhrer!”

    A murmur of ascent rounded the table and Von Salza sighed. He expected this to happen. He had the respect of the nobles for leading them in countless military engagements, winning all of them. To them, he was the obvious choice to be Fuhrer if they were to create a new Reich. At the corner of his eye, he saw the woman he had been waiting for, and he smiled slightly.

    “Gentlemen, I must thank you for your support and your confidence in me. The truth is, I cannot be Fuhrer. Nor can any of us. Each one of us is tied in one form or another to some interest of Prussia, be it the military, the factories, or the nobility. What we need is a bridge. One who can represent all interests, but be tied to none. One who can be a bridge between both Bavaria and Prussia as we unify. One who can run this nation. I give you, Ms. Katherine Voigt.”

    Clicking of heels went as Ms. Voigt ascended to the podium. She received a polite clap; any statement introducing someone from their leader deserved that much, but there was curiosity. Who was this woman?

    Immediately though, the nobles bombarded her with questions. Her ideology, her ideals, her plans, her background, her ties to Spiegel corp, her ties to the ETC. She was handling herself beautifully, keeping a calm reaction to everything. Actually, her demeanor seemed unchanging, perhaps even bored, as one noble after another fell over defeated. However one noble stood up to issue one final challenge

    “How will you change nobles and their privileges?” A loaded question Von Salza was about to answer but Ms. Voigt beat him to it

    “You will have the same privileges and rights as before.”

    “Yes, for now, but what happens once you take full control of the Reich, what’s to stop you from taking our lands or peasants?”

    Von Salza was speechless, but fortunately once more, Voigt was not. “As a show of good will between the coming union of our nations, we will be constructing Thorium Power Plants across Prussia on the lands of nobles where we find it to be most efficient.”

    There it was. In one swift move, Ms. Voigt went from constant unending questioning to the undisputed person to become Fuhrer of the Reich in its entity. By saying where they find it to be most efficient, every noble was in the running to prove that their lands would be the best for them. There would be no shortages of nobles declaring their support for the Fuhrer and the new Reich, for the louder they shouted could mean the peasants would end the burning of their forests, and could let them be a major player in politics. To forgive an old expression Ms. Voigt had them eating out of the palm of her hand.

    The Kaiser seemed to have woken up somehow, and looked presentable enough. As an aide whispered in his ear, he stood up and declared he had made up his mind. “Ms. Voigt, will you be the Fuhrer of the Fourth Reich of Germania?”

    “I accept, Your Majesty”

    At this, cheers filled the room, nobles shouting Heil mein Kaiser, Heil mein Fuhrer. Soon the rest of the world would see the glory and fortune that had befallen Germany. Von Salza smiled.

    Now the real work begins.

    The Stranger was standing before a small group of graves, separated from the rest of the cemetery by a small hedge, alongside seven others dressed in black. Everyone held a fresh lily close to their chests, the petals were starting to wilt under the setting sun. Rachel approached quietly and the Stranger stepped to the side to make room.
    A tall woman stepped forward and spoke, “Eighty years ago today we looked at a world that was collapsing, a world of mindless brutality and short-sighted selfishness. We vowed that we would change this, change the very way of the world, by any means necessary. We scattered to the four winds to do what we had to, working in the government, in the justice system, in the corporations, in the fields, from both within the system and from the outside. It was difficult, at times it seemed impossible, but we survived and fought on. Through pyrrhic victories and disastrous defeats we came together, reunited under one flag, and we won, bringing sanity back to a small corner of the world. But victory had its costs, both personal and to us all. Some of us fell to betrayal, to the system, to disease, to war, and us survivors gave up much, things we swore we never could lose. Now we honor that which is lost, friends and dreams alike, and renew our oath that we made all those years ago. We will make a better world”
    She bent down and laid her lily at the foot of one of the graves. She then turned and left abruptly. The other mourners followed suite, leaving the Stranger and Rachel alone. The silence stretched between them as the sun started to dip into the horizon.
    “Immortality is a ” the Stranger eventually said, breaking the silence.
    Rachel gave a dry laugh “Indeed it is.” She paused for a moment and took a sidelong glance at him “You know it wasn’t your fault, right? You couldn’t have known”
    The Stranger “So you insist on telling me every year, but I-I know. Losing loved ones is part of the package”
    “She died content, knowing that she was helping create a bet-”
    “No, she didn’t.” The Stranger cut in “She died coughing up blood and cursing every last one of us. There was no contentment there. And she- no, please. Let’s not have this conversation. Not here, not now”
    “What better place then here? What better place then now? You can’t just let these things fester, remember what happened with Andrea”
    “I am not Andrea. Just please, I don’t want to talk about it now.”
    They stood silent for a minute before the Stranger spoke again “It doesn’t seem quite fair, we won everything we set out to do and lost those that mattered to us in the process. What was the point if everyone we cared about is dead?”
    “It isn’t about us, we gave our lives to something bigger then ourselves, bigger then our friends. We must stand firm, if only for those that remain.”
    “I know, I just wish…” The Stranger started, his shoulder’s slumping.
    “Shh, I understand” and Rachel pulled him close, embracing him tightly as the sun finished setting behind them

    “The Colonel will see you now General” the aide told the somewhat nervous, yet hardened man that was sitting on a hide outside the tent.

    Despite the rebuilding of Tripoli and the availability of far more comfortable accommodations, the Colonel preferred the desert. There were some that wondered about the Colonel’s sanity, but anyone who voiced any of these thoughts out loud didn’t usually make it to their next breakfast.

    General Allafi was nervous because he never knew what kind of mood the Colonel would be in. Some days he was benevolent and joyous. Other days he was brooding and despondent.

    Today, he was abrasive and violent. As the General entered the tent, Colonel Miramar Courhammi threw a cucumber at him.

    General Allafi was what the regime considered the domestic minister. He was responsible for the smooth running of the Union – everything from ensuring there were adequate power plants to manufacturing facilities the country needed to retain its status as one of the leading nations in the world.

    He was also responsible for the farms and transportation of food throughout the Union. If people starved – it was his fault. He had thought that his recent efforts to build desalinization plants would have been sufficient to provide enough water to irrigate many acres of farm land around Tripoli. He had even built an extra solar plant to power the water generators.

    But the Colonel was not happy. Something had gone terribly wrong. And the worst part about it was that he had no idea what it was.

    And then the Colonel started laughing. He could see the fear on General Allafi’s face, and he knew that his joke had worked.

    “Look at that beautiful cucumber” the Colonel beamed. This and thousands of others were grown with fresh water generated by your wonderful plant. He was still chuckling as the General hadn’t quite gotten over his initial fright. “With the new farm land created by expanded irrigation, we are much closer to being able to easily feed our people.”

    “Why… thank you sir” the General stammered. “I have the plans ready for the next project I would like to undertake. Would you like to review them now Colonel?”

    “Yes – let me see them. You are correct that we need more manufacturing capacity.”

    “Yes, our current factories are running at full capacity. We have no more room for growth, and are at risk of setback should something wear out.”

    As Colonel Courhammi looked over the plans for the new manufacturing plant, he passed a bowl of freshly cut cucumbers to the General. “Have some. I insist”

    “Thank you sir. Do I have your permission to proceed with the project?”

    “Yes – it is a good start.” The Colonel handed the plans back to General Allafi. “Now send in General Ishmael. I have some important information for him regarding our Iberian holdings.”

    “As you wish Colonel.”

    And with that, the General stepped out of the tent into the bright sunlight, a slight skip in his step. As he passed the nervous General Ishmael he whispered “don’t worry – he is in a good mood today.”

    Whereas, The German people and the nobles have called unanimously upon us to revive and assume, with the restoration of the German Empire, the German imperial office, which has not been occupied for one hundred and eighty-two years; and

    Whereas, Adequate arrangements have been made for this purpose in the negotiations between the states of Prussia and Bavaria;

    Therefore, we, Edmund, by the grace of God, King of Prussia, do hereby proclaim that we have considered it to be a duty to our common Fatherland to respond to the summons of the unified German nobles and nations and to accept the German imperial title. As a result, we and those who succeed us on the throne of Prussia, henceforth, shall bear the imperial title in all our relations and in all the activities of the Fourth Reich of Germania, and we trust to God that the German nation will be granted the ability to construct a propitious future for the Fatherland under the symbol of its ancient glory. We assume the imperial title, aware of the duty of protecting, with German loyalty, the rights of the Reich and of its members, and of maintaining the peace. And to govern with us, we shall bring back the noble title of Fuhrer to ensure that the German nation shall continue upon the path of glory and empire.

    We assume these titles in the hope that the German people will be granted the ability to enjoy the fruits of its zealous and self-sacrificing wars in eternal peace, inside boundaries that give the Fatherland a security against renewed aggression. May God grant that we and our successors on the imperial throne may at all times enhance the wealth of the Reich.

    Due to the Overwhelming Might of Blue Suns military assets, as well as the combined strength of the FEDCO, the Corporate Hierarchy has agreed to a peace with the State of Bingzhou, leaving all at a Status Quo Ante Bellum. As such, Bingzhou will withdraw from the territories it treacherously claimed while Blue Sun's Military forces were occupied with overwhelming victory Elsewhere.

    The nations of Austria, Germania and the Mediterranean Principalities, hereby to be referred to as the Member States, agree to the Pact of Steel in the following Articles,

    Article I

    The Member States are to stay in communication with one another, in order to come to an understanding of all common interests or the European situation as a whole

    Article II

    The Member States shall follow similar foreign policy: in the event of any international happenings to enter into mutual consultation.

    Article III

    The Member States promise the full military support of the signatories should a Member State go to war.

    No new nations may join the Pact of Steel without the approval of the other Member States
