Somewhat. New Spain's flag had lots of frills over it, which also then made it a rip-off of Burgundy's flag.

The Florida flag is derived from the Spanish flag of New Spain and the Cross of Burgundy. The origins of Alabama's flag is more obscure. It might be derived from the same flags as florida, but the more popular opinion is that it's modeled after flag of a certain confederation of traitors.

I personally think New Mexico's flag is the best out the bunch. It's simple and effective, the rest are just too complex to be aesthetically pleasing.

Though, once you get down to city level, the flags become a tad better looking. For example, I really like the way Chicago's flag looks:

Alabama - looks like something between CSA and New Burgundy

Alaska - I dislike stars in flags, but in comparison with others, it's quite nice

Arizona - looks like a flag of some eastern-asian communist state

Arkansas - nice for a logo, but not so good for a flag

Colorado - silly, reminds me of Pacman.

California - typical american XIX century esthetics. yah

Connecticut - pretentious and not very nice

Delaware - too many details, bad colours

Florida - not as bad as many others, but too many details...

Georgia - while ugly, at least it's not pretentious

Hawaii - complete mistake

Idaho, Kansas, Illinois - too many details + ugliness

Indiana - interesting, but still too many details

Iowa - vide California

...

New Hampshire is the only one of the "circle in the middle" flag that's reasonably nice

Maryland is interesting, but still - too much stuff cluttered there


New Mexico is interesting

South Carolina looks so... islamic

the rest - too many details cluttered in the central part.
