A PROCLAMATION OF THE IMPERIAL GOVERNMENT

REFORM OF THE ARMY
The Imperial Khmer Army (IKA), a force of world renowned fame and of great historical exploits, is to be reorganized in a fashion befitting its current role and advances in the military arts. The primary avenues of refinement, to be expanded upon in greater detail later in this document, are as follows:
  • The IKA will be reorganized along a new system of unit measure and chain of command.
  • The equipment of the IKA and its training shall be standardized to new specifications.
  • The Imperial Marines shall be reactivated under the auspices of the IKA.
Unit Organization: The organization of the IKA will henceforth be based upon a universal system of unit measurement, from the smallest tactical unit of a Section the largest strategic unit of an Army. Simultaneously, new standing units of Division size tasked with specific roles and specific headquarters will be created in order to enable greater unit flexibility.

The sum total of all eight standing Divisions comprises a total of 120,000 Soldiers. New standing Divisions may be created at a future date if necessary in order to fufill the needs of the Imperium. The smallest strategic unit is designated as the Battalion, and all additional forces beyond the current Divisional system are designated as Auxiliary forces and retain solid organizational structure only up the Battalion level. These will be assigned when and where they are needed as determined by the Imperium.

Although the disposition of the Imperium's geography mandates a continued reliance upon the infantryman as the basic type of war fighter, cavalry, kite, and siege units are to be created for the purpose of expanding the capabilities of the infantry force. All fields are to be standardized and afforded a basic level of equipment to ensure proper functioning for their particular role. The newly designated categories of Soldiery and their respective roles are as follows:
  • Heavy Infantry shall be given the task of forming the core of a unit, and are tasked with the prosecution of siege, amphibious assault, and heavy combat.
  • Medium Infantry shall compose the bulk of the IKA and shall support the Heavy Infantry. They shall serve as the general composition of any force.
  • Light Infantry shall serve to support both Medium and Heavy Infantry and shall function as skirmishers and long-range support.
  • Light Cavalry shall serve to support Infantry forces of all types in open combat where terrain is favorable. They are to generally be equipped with smaller, faster steeds capable of handling high temperatures.
  • Siege Engineers shall serve as heavy fire support in field engagements and to work against any fortifications forces might encounter.
  • Airmen shall serve as reconnaissance forces and additional fire support to ground forces.
It is anticipated that each Battalion will have a minimum of two Sections of Airmen (10 Kites) and Light Cavalry and one Section of Siege Engineers (1 - 5 Siege Engines of varying sizes), two Companies of Medium Infantry, and one Company of Light Infantry and Heavy Infantry. Within a larger unit Heavy Infantry may be supplanted by Imperial Marines.

Unit Equipment: The Soldiers of the IKA will henceforth receive equipment and training as befitting their roles within the greater organizational structure of the Army. Chief among these are Armor and Weaponry. The below listed is a general guideline for all IKA forces in terms of equipment; commanders will be allowed to make theater-specific substitutions based on terrain, opposing forces, or other circumstances.

- Armor and Assorted Equipment: Three types of armor will be issued to soldiers depending upon the ferocity and frequency of combat which they are expected to encounter. Standardized equipment will also be allocated in addition. These will be as follows:
  • Field Armor is to be comprised of padded cloth along the forearms and shins, flexible leather along the upper arms and thighs, and reinforced leather along the groin, torso, and chest. To be added to this for front-line duty is a shirt made of chain mail and a steel cap. The armor is designed to increase survivability from stray projectiles or light injury while remaining economical and light. This armor is to be generally issued to Light Infantry, Siege Engineers, and Airmen (except when operating Kites).
  • Composite Armor is to be comprised of steel gauntlets, grieves, and breastplate (with shoulders) padded with leather. Chain mail backed with leather will cover the upper arms, groin, and thighs[1]. A small steel buckler will be provided for the off-hand arm, as will a helmet with faceguard (with T-shaped slot for mostly unimpeded sight and speech[2]). The armor is designed to provide good survivability against most conventional forms of attack while still allowing mobility and ease of manufacture. This armor is to be generally issued to Medium Infantry and Light Cavalry.
  • Carapace Armor is to be comprised of a full outfit of interwoven chain mail, leather, and silk. On top of this is to be worn a steel gauntlets, grieves, and breastplate (with shoulders and neck guard). Sewn into the outfit in areas not covered by these will be interlocking bands of steel to cover vulnerable areas while still allowing for ease of movement and relatively light weight[3]. Similar helmet as to Composite Armor shall be provided, as will a steel shield for the off-hand (capable of being attached to the upper arm).The armor is designed to provide maximum protection against attack without drastically impeding mobility or movement, though its manufacturing cost is somewhat high. This armor is only to be issued to Heavy Infantry.
  • Assorted Equipment is to be provided to all Soldiers regardless of armor. This includes: thick-soled leather boots with a steel cap over the toes, leather finger-less gloves for grip, a canteen, and a belt-pouch for items useful in combat. Larger items such as bedrolls and tents will be transported by auxiliary units or only during non-combat situations.
- Weaponry: A large and varied arsenal will be required to equip all forces of the IKA in order to fulfill their roles. Advised standards in weaponry are as follows:
  • Heavy Infantry, in addition to their shield, are to be afforded one short-spear (capable of being thrown - designed to bend upon piercing), capable of being stowed on the back, for defensive formations and anti-cavalry usage, one dha[4] sword, capable of being used either single or dual-handed (with shield stowed) with a side scabbard, and no less than two daggers, one on the outer forearm of the off-hand, one concealed on the side of the boot. In substitution for their sword they might carry either a waraxe or warhammer.
  • Medium Infantry, in addition to their buckler, are to be afforded no less than two and no more than four short-spears of similar make to those of the Heavy Infantry (likewise storable) to be used against cavalry or thrown while closing, a dha capable of being used either single or dual-handed with a side scabbard, and no less than two daggers, in similar locations to the Heavy Infantry. In substitution for their spears they might carry a glaive, halberd, or short bow[5], and in substitution for their sword they might carry a mace.
  • Light Infantry are to be afforded any of the following long-ranged weapons as befits their purpose: a short bow, a longbow, a crossbow, a pike, halberd, a glaive, or short spears. They are to carry no less than two daggers, and are also to carry a light weapon such as a short dha, sickle, mace, or axe.
  • Light Cavalry, in addition to their buckler, are to be afforded at a minimum a glaive, pike, or halberd, a longbow, no more than two and no more than four short spears, a dha with side scabbard, and no less than two daggers.
  • Siege Engineers are to be afforded a light weapon such as a short dha, sickle, mace, or axe, and no less than two daggers. These are provided mostly for self-defense as their main role will be construction or operation of siege machines.
  • Airmen shall be afforded the same weaponry as Siege Engineers.
Preference for initial equipment allocation will go to frontline units within the standing Divisions. All units are required to meet expectations regarding fielding of the above equipment within ten years of the issuing of this proclamation (19.02.0867AF).

The Imperial Marines: The Imperial Marines of the Early Imperium, despite having been gradually reintegrated into the conventional Army, represent one of the most elite fighting forces of their time. Their proud history encompasses virtually every major battle in which the Imperium was engaged in their day; as such, it is only prudent that their memory live on in the establishment of a new namesake. The new Imperial Marines will serve three functions:
  • In the tradition of their namesakes, they will function as the amphibious strike force of the Imperium, working with the Imperial Khmer Empire Navy to strike costal targets or deploy behind enemy lines.
  • In the tradition of the proud Engineering Corps of Kalinga, they will also function as expert engineers and sappers, capable of constructing fortifications, means of passage or prosecuting sieges.
  • As a synthesis of both of these, they will serve as the elite shock troops of the Imperium in the role of Heavy Infantry with ranged capabilities, capable of taking the fight to the enemy anytime, anywhere, and defending the realm.
The force composition of Imperial Marines within the IKA is expected to remain within bounds of from 10 to 25%, with an initial deployment of 30,000 Soldiers expected.

[1] Similar to the lorica segmentata of the Legionary, only the breastplate would be cast and the extremities would receive protection as well.
[2] Essentially sort of like Macedonian helmets (or Boba / Jango Fett and the Clone Troopers, if that amuses you) only made of steel. The T-visor is fairly effective at protection without overly limiting visibility and looks somewhat intimidating.
[3] Again similar to the lorica segmentata on the extremities, with a cast breastplate. A sort of banded platemail; not quite as strong as full platemail, but not nearly so heavy either. Silk is included in the underarmor mesh because it's rather quite tough against piercing weapons (like arrows; or musket shot, if it's thick enough)
[4] A dha is a single-edged, slightly-curved sword native to Burma, although they've been referenced in previous Khmer Empire stories before. In terms of style, they are exceedingly similar to the Japanese katana both in style, use, and construction, despite no apparent link between the two. For all practical purposes, just think of them as being a katana, with a short dha basically being like a wakizashi.
[5] Most bow construction within the Khmer Empire is assumed to be composite by this point.

I could feel a single, solitary drop of sweat start to make its long journey down the curve of my face, leaving a trail of slickness in its wake. My eyes stung slightly from the saltiness from similar journeys. My hair was plastered down to my head, looking as if it had been painted on like those on the icons I had seen in the church in Caer Bechet. Or at least I assumed it did. Even if I could see myself, which I couldn’t, I wouldn’t be able to tell because of the chainmail coif that covered my head. However, based on how some of bare heads of the infantry who accompanied us looked, I had a pretty good idea of how my own would look.

I felt the rippling of muscles below me as my horse fidgeted and I bent forward, patting its neck reassuringly. Or at least, that’s what I attempted to do. In reality, all I was patting was the fine chain mesh that covered my steed like a metal blanket, and which was fastened around its neck like a nobleman’s cape. I do not know about the horse, but the act of patting reassured me at least.

The sun was slowly rising in the east, from behind us, causing our shadows to race before us in a vain attempt to escape. Dismounting, I faced the east, hearing by two brothers beside me do likewise[1]. There were ten infantry men with us, who had been behind us, but now at our new positioning stood before us. Seeing what we were about to do, they also turned around, following our lead. Raising my heads up I prayed,

Ever Victorious Sol,
At whose presence the darkness flees,
And whose glory enlightens the whole world,
Just as you are Light, make me your light.
So that the Darkness I face will be powerless,
And be defeated through You.

I stood there, a few extra moments longer, my eyes closed, feeling the rising light wash over me like the gentle currents of a river, my cares floating away like dirt from a bath. Finally, I opened my eyes, noting the rest of my party was already looking at me, waiting in respectful silence. I nodded my head, and remounted, my two brothers following my lead. It was not much farther to our destination, a short march past fields of ripe grain, waving in the wind as if they were bowing before our approach, until we reached a small house, set slightly back from the road. Grass grew high around it, coming up to the knees of the infantry men who walked behind us. The thatched roof sunk inward slightly, stooped like an old man who is held upright only by the staff in his hands.

There was a woman standing at the doorway, wearing a formless grey dress that covered her entire body from neck to ankles, held around her waist by a rough rope. As we got nearer, I made a motion and my brothers dismounted, each keeping one hand upon their swords as they fanned outward, so that she had to constantly swivel her head in order to keep an eye on all of us.

“Is there something I can do for you my lords?” She asked, her tone dripping with a hostility she didn’t even bother attempting to conceal.
I held out my right hand, the rising sun flashing off the golden ring I wore on it, making it seem almost as if the light came from the sun that was etched on it rather than from what it represented. “By order of the Church, all superstitions and worship of evil spirits are forbidden in this realm. You have been identified as a druid and a witch. Recant now and in the Church’s mercy she will make sure that the place that you are sold into slavery to has a priest of Sol who will pray for you and instruct you in the ways of Sol.”

She was a witch, the priest of Sol in the nearby village had warned us, so perhaps my eyes didn’t deceive me, for I swore that I could see flames leap in her eyes. “A curse upon you Knight and all those around you. Evil, death, and a short life to you…”

I could sense the men behind me take an involuntary step backwards. Even a fool knew that curses were powerful things, especially fey pronouncements by witches. My brothers, however, I am proud to say, were not intimidated in the least. One of them, with long strides, crossed the gap between himself and the woman. A mailed hand struck out, hitting her in the jaw, causing her to hit into the doorpost behind her before sliding down on her knees. She coughed, red flecks spraying the ground. “Witch, don’t try your demonic curses on us. The Darkness has no power where the Light shines.”

The woman raised her head again, a small trail of blood running like a small stream from the corner of her mouth. “May your…” I would never know how she would have finished. As she began speaking again, the brother that had hit her picked her up by the neck, throwing her against the wall of the house, causing it to alarmingly shake. My other brother had by this time also gotten close and I saw something shining flash in his hands. As they stepped back, I could see what had been a small stream of blood from the woman’s mouth had turned into a torrent. My brother held up a pink stump for my inspection before throwing it aside.

“I’m afraid we will be unable to interrogate her.”

I shrugged my shoulders. “We have enough proof against her, we need no more.” I motioned to five of the infantry behind me. “You, guard her. The rest of you into the house, take what is valuable and bring it out here.”

The infantry sprung into action, going about their assigned tasks. There was not much valuables in the house, though a small stash of silver objects were found. These would be melted down to serve a more consecrated purpose than the unholy abominations she no doubt used them for. Of to one side, one of the infantry men started building a fire, so that when everything of value had been stripped from the house we could burn it.

“Do you want me to stop them?” One of my brothers asked, pointing with his chin to my left. I turned to look. The men that I has sent to guard the woman were fulfilling their duty with relish. Two men held her tightly by her arms laughing slightly as the woman powerlessly struggled against their grip. A third had taken a knife and was cutting the woman’s dress off her. Already the upper half of her body was bare and I head a shout of triumph as the soldier’s cut traveled below the waist. A fourth soldier stood to the side, his pants already taken off as he waited for the cutter to finish his job.

Shrugging my shoulders I turned back to my brother. “Why do I care what they do to an animal?”

[The Epiphany]

though it was the first night,
and the battlefield was illuminated
by the brilliance of the immortal Sun

Mael Coluim shed the vestments of paganry

revealed to Mael Coluim.

[Mael Coluim Breaks the Enemy's Formation by the Blessing of Sol Invictus]

See the Galloglaigh standing tall
like ten thousand sturdy trees,
a forest of strength in the midst of battle.
But trees can not run,
as the Galloglaigh did
charging into the ranks of their enemy
with the ferocity of men possessed.
How many Brigantes did their swords lay low
like fallen timbers in the forests of the north?
Neither spear nor arrow could pierce their shields;
the protection of Sol was upon every warrior.
The captains of the Brigantes were cut down
without respect to rank or seniority;
no prince was spared the bite of
the Galloglaigh's swift blades.
Panic ensued amongst the shattered host
and ten thousand men were chased down
upon the spears of the pursuing victors
against the walls of sullen Caerstrean.
Glorious Sun, light of the universe,
breaker of armies and Lord of Caledonia,

[The Triumphal Return to Dal'Riata]

One hundred she-asses laden with gold

The emerald hills of Pictavia resounded
with the joyous cheers of the admiring masses
who lined the way as the army marched home.
Only days before the bells had rung in sorrow.
The High King of Caledonia was dead.
He who departed an untested Prince
returned to his capital a victorious King.

@tossi: Imperial Juggernaughts are the name for my UU. "Imperial Juggernaught" is just a name that sounds mighty. They are bigger, a bit slower and have far more firepower than the average ship.
