You seem to have the old version, a newer one that fixed the Georgian Reconquista was uploaded a couple days after the release. However, at the moment it's not available since I haven't re-uploaded it yet...
I don't think the Gold is a problem - High Mountains are present only on the premade map, so I guess there's a chance that the Gold will move there - but it can also move out later

Although if the dummy resource idea can be done without a hassle, transparently, then I'll include it in the patch.

First of all, I advise you DON'T don't play that map with 31 civs. The Small Europe map is already overcrowded compared to normal games. If you play it with 31 civs it'll be a complete mess. The AI expansion, diplomacy and research will be very imbalanced.
If you insist though, do not add the civs by hand, it's needlessly complicated. The short way to do it is quite simple. Open the small Europe map in the editor. Choose File -> Import... , check "Players" box, click OK and choose the Large Europe map BIQ. It will import 31 players from the big map into the small one. Then you just have to place the starting locations.
Do not worry about file size. I turned off compression in my editor so my BIQ files are bigger, and your editor just compresses them.
