Revolution stops you from changing government. Oh, the irony!
You only have one government for the whole age, as far as I know. You can't change anyway.
 
Also, some interesting observations regarding the Mexican city centers:

This appears to be the Palace, but the same building appears twice in the scene from the game guide pic:

So is it actually the City Hall? Unlikely, I think, we also have this, which looks like a minor version of it and would therefore be more fitting as a City Hall:

Maybe one is a generic building? Against this speaks that the gardens around the palace clearly indicate it to be a city center. As for the smaller building with just a single dome, we can see the log stack walls back around it, also indicating that it's a city center tile.

Nowhere to be seen: what I originally thought would be the Mexican City Hall. Maybe it has been replaced (happened e.g. for Rome, although there the old model remains used for Greece). Maybe it is actually a generic building (could have implications for what we currently think is the Russian City Hall)? Maybe another Latin American civ is coming? Maybe Buganda uses the style?

Like I said elsewhere, it's just not to my taste, same reason I don't love a lot of the Romantic composers or Hans Zimmer.
 
Really? Odd to specify that Mexico can't change then...
It doesn't say you can't change it. It says you can't enter any other type. As in, at the beginning of the Age.
 
Which is what makes me think government changes are something in Modern.
No. It forbids entering other governments, not changing. Entering other governments at the beginning of the Age.

It was in one of the Livestreams, probably Exploration.
 
I just went back to the Exploration livestream thread to have a look, here are the governments. This may change in Modern, of course, but it seems that they are primarily (only?) about picking the flavour of your celebrations through that Age, bearing in mind that all policy cards are now wildcards. With this in mind, I'm not sure that changing governments is especially useful anyway? It's all about keeping your people happy to get the benefits of whichever one you choose.

I just went back to the Exploration livestream thread to have a look, here are the governments. This may change in Modern, of course, but it seems that they are primarily (only?) about picking the flavour of your celebrations through that Age, bearing in mind that all policy cards are now wildcards. Correct. It's more of the Civ boardgame >> Civ immersion stuff. There's a lot of it in Civ 7. You're really just picking the flavor of Celebration (1 out of 3 possible pairs of options per Age, excepting Mexico). There's no other practical benefit for choosing democracy over totalitarianism in the game, besides how they party.
 
Government in Civ7 is so... bland. This seems to me like something that will be reworked in the future, alongside Religion.
 
Huapango de Moncayo if anyone wants to listen to the original piece, perfect choice, it's almost the second national anthem.
I guess Benito Juarez won't be the Mexican "leader" in Civ7, if they get any. I prefer Juana Ines de la Cruz to be a leader instead of Frida Kahlo. But I guess Frida is more famous.....
Sor Juana is still my absolute pick, and looking at Mexico's abilities she would fit perfectly.

Porfirio Diaz as a quintessential Latin American folk hero strongman.

And Malintzin for the dark horse pick that actually makes sense for Maya and Mexico ar the same time. Besides imagine how cool once we get Aztecs to pit Moctezuma vs Malintzin.

I’m onboard with the Porfirio Díaz leader theory. Civ VII needs someone with a walrus moustache!
Well if there IS a latinx leader, it is not Benito Juárez, as he's a unique GP for the Mexicans.

I wonder if the revolutionary theme for Mexico will lead to a revolutionary leader. Guevara or Bolívar, perhaps?
