The tariffs havee to be whole numbers. My stat sheet also can't handle percentages for tariffs eiither.

On a positive note, we are at nearly fifty political parrties already, and potential heartbreak has been averted. Democractic elections now only change the ruling party, and there are no house elections. A player running a democratic country can declare war and change traits without needing apporval. However, these actions can still mobilize rival parties to get out to vote.

from what i got, he isn't eliminating the fact that democracies need the legislature's approval to change traits, but instead is saying that if they end up at war they can change traits like a dictatorship can.

Although i am saddened that elections don't affect the legislature.

However, since I am using a parliamentary system anyways, it basically avoids that pitfall, the ruling party puts in a Prime Minister, and the opposition puts in, well the Leader of the Opposition.
 
From what I am seeing in his post, he said we don't need permission from the House for anything whether we are at war or not because he is eliminating the concept of the House altogether. After all, if there are no House elections then getting approval for things like that would just be getting approval from the GM.

I think I've worded something dangerously wrong, which is to be expected since I sent that from my phone ten minutes before the final.

There aren't house elections, but there is still a house, it is just more abstract. You don't have to ask for permission to do X anymore. Instead, if you do something that would turn a lot of heads from the other parties in your country, they will veto if they have the power to.

To compensate, there's a new stat for parties called house influence, which is affected by roleplaying, being a ruling party, campaign funding, etc.

Pick a faction in one of the current states, and you can constitute it as rebels. Looking at the Jung Dynasty (as an example, since they are the most recent application) both the Kuomintang and the Communist Party seek the violent overthrow of the government, which make them readily available to a willing occupant I would think.

You can have a rebel faction, or make your own.

Rebels work in a country by somehow getting IP and building armies, all the while using espionage to destablize the regime. The armies are "in hiding", meaning the government can't attack them until the rebels rise up, or the government finds them.

Rising up means your armies come out of hiding to combat the government by taking territory. The territory taken during the initial uprising is considered owned territory mechanics wise, means you'ree no longer a rebel group mechanics wise, but a country, and your rebel group is the ruling party in your new country.
