Its mostly because there are few evil and a lot more good characters.
Like you can't make a lot of unique evil characters for LOTR or SW.
LOTR:
Morgoth - iffy
Sauron
Saruman
Witch King
Khamul - iffy
Gothmog - Iffy
Unnamed nazgul - meh
SW:
Vader
Palpatine
Maul
Dooku
Boba Fett?
Jabba?
A lot of neutral type characters for SW.
I can think of a ton more for both universes:

Assorted Orcs (Gorbag, Shagrat, Radbug)
Bill Ferney
Grima Wormtongue
Mouth of Sauron
SW:
Nute Gunray

Grand Moff Tarkin

Jango Fett
Assorted Battle Driods/Stormtroopers
That's just off the top of my head (though granted, I have a known OOC affinity for the villains


Also, why the questionmark next to Bobba Fett? He's mentioned in the OP, of course he'll be in the game, though that says nothing about his allignment.
This isn't even a full list. I'm ignoring expanded universe for both source materials, and there's a lot to work with there. (my role from last time is proof that EU is not out of the question). I'm even ignoring things like Clone Wars, or most of the Sillmarillion.
That said, I have good reason to believe the towns aren't fully evil. That doesn't exclude them being some kind of wierd mixture of original allignments though.
Don't know enough about LOTR lore, don't want to go wiki-hunting.
So this is host confirmation that sillmarillion characters aren't present?
