They had the leader concept for Pope

Besides he is a historical free domain character, it's not as if they own him, I don't own George Washington just because I'm an American.

Dennis Shirk was very carefully wording everything he said there.

He said the Pueblo council did not like the thought of Pope being in game, not a specific objection about the civ itself.

He also only mentioned the leader being cut. "A case where we had to cut a leader"

The Pueblo still have a very good shout at inclusion after that, with someone leading them who could be quite unexpected.
