Honestly I feel like Pizza Hut has gotten worse, I would prefer a Domino's over Pizza Hut if they're the same price (I think Domino's is cheaper too) and I felt the opposite five+ years ago even if PH was a few dollars more.
Do try Domino's again. They've become the top of the major brands, at least here in my corner. Pizza Hut is fairly mediocre. Fresh Slice (this is local, but huge) is abysmal. Little Caesar's is... not... great... I mean, it's hot, and it's ready! Domino's is what I order when I want more than a slice (as I have a local place with great by-the-slice pizzas).
I can't really say anything about local franchises and how they might compare. Here, local means bougie. I have no interest in a white sauce, kale and cucumber pizza that costs $35. But I could see local winning out if they make normal pizzas and it isn't too costly.
This might be a controversial statement, but for my area (rural midwest) the local Casey's convenience/gas stores make the best pizza... I'm not even joking. It's really good compared to the typical chains and there's a local here that does fantastic breadsticks but their 'za falls flat.

Yeah Casey's has great pizzas.
