If expansion is your aim, you have at least 20 territories south and east of your territory number 2 that you can expand to without opposition. I sincerely hope conflict with West Africa is not your aim.

For this deal to work, You must not expand South or East of my territory #2 as I not expand North of it. Conflict with West Africa is, unfortunately, almost inevitable given our relative positions, but there is much we can do to minimize it.

Originally, I was going to make it so if your power plants were overwhelm, your ore refinery doesn't produce ANY ore that turn. I thought that kinda harsh so I simply reduced income for that turn by $50.
