Upgrading does not count as construction. Neither does road building.

Edit: In retrospect, i have NO idea why I used "G" in "GPT".

If GPT is the actual credit output, and the other number is the credits you can use...

Why are they different? Or in my case, why did I lose 40 credits?

you only gained £100 last turn you had £10 left over hence £110. this turn your upgrade is built and so you will gain £150+left overs.
