Alas, poor Kublai Khan. I for one hope we don't see Genghis; the game is already brimmed to overflowing with warmongers. :(

Justinian I 20 (23 - 3) -- I'd rather see a Komnenos. Any Komnenos.

I'm surprised to see Kublai Khan go before Brennus, Cunobelin, Mursilis, Osman, and Ragnar...Some people really must hate him compared to his genocidal grandpa

Brennus 15
Canute/Cnut the Great 20

Cunobelin (17-3)=14 Why is he still here? There are better Briton leaders to choose from.
Franklin D. Roosevelt 17
Frederick the Great 23
Hammurabi 23
Hannibal Barca (15+1)=16 Still a good leader choice for Carthage. Wasn't he a Shofet?

Hannibal Barca 16
Hatshepsut 19
Henry VIII 19+1=20 - Influental, well known, and very unrepresented in Civ games. He should have at least 20 points.
Huayna Capac 23
João II 23
Julius Caesar 17-3=14 - Yes, he was an interresting person, but I would like Augustus, Hadrian or Marcus Aurelius more. And Trajan is great choice anyways.

Abraham Lincoln 17 (20-3) since America has a very nice representation in the game, I don't see the need for a second leader. But of course, many people do. But even we get one anyway, I'd prefer fresh blood.

Huayna Capac 24
João II 23
Julius Caesar 14
Justinian I 20
Louis XIV 25 (24 + 1) -- France is pretty near the top of my wishlist for receiving a second leader, and Louis XIV is a top contender for that slot.
Mansa Musa 26
Mehmed II 21
Montezuma II 11 (14 - 3) -- I'd say we're Montezuma'd up, plus we have the one who didn't lose. :p

Hannibal Barca (16+1)=17 Just one of the Carthaginian leaders we know the most about. If Firaxis chooses Dido again, she would be too similar to Tomyris and Cleopatra in certain ways. It would be like Gilgamesh and Sumer again. It's time for Hannibal to return.

João II 23
Julius Caesar 14
Justinian I 20
Louis XIV 25
Mansa Musa 26
Mehmed II 21
Montezuma II 11-3=8 - No need for second Monty. And especially the one known as leader who lost his entire empire (I know it's not his fault that Spanish came, but still we don't need the second Monty)

Huayna Capac 25 (24 + 1) -- Personally my choice for the Inca would be his son Atahualpa (despite ultimately losing the empire, the man was a fascinating, ruthless, and otherwise quite successful ruler), but I'll take Capac over Pachacuti.
João II 23
Julius Caesar 14
Justinian I 17 (20 - 3) -- I really, really want a Komnenos.

Hannibal Barca 18 (17 + 1) -- He's probably the best choice for Carthage. Dido is of uncertain historicity, and while other Barcids were certainly influential--including his father Hamilcar and his brother-in-law Hasdrubal the Fair--Hannibal was actually a suffet. Most of the actual political leaders weren't really that interesting, and Carthage was an oligarchy that didn't have a single head of state to latch onto anyway.

Zara Yaqob (17+1)=18 Despite his hilariously inaccurate portrayal in Civ4 (he didn't even look Ethiopian and his hairstyle...), I feel like he's a solid choice for Ethiopian leader, and I don't want Haile Selassie to return
