Sitting Bull (14 -3)=11 I'm not eager to see the Sioux return, especially if they were the first Northern NA civ to be introduced in the game. I blame Dances with the Wolves! They are the stereotypical image of the Amerindian "tribe". Living in tipis, hunting buffalo, wearing feather headdresses...it makes people outside of the US think that all Amerindians were like this.
Suryavarman II (22+1)=23 One of the more notable Khmer rulers, who built Angkor Wat. I think his Civ4 version failed to capture the Khmer phenotype correctly (his skin was too light and he looked too East Asian in features). It's time to actually get the look of a Khmer king right!
Tokugawa Ieyasu 21
Wang Kon 14
Xerxes 8
Zara Yaqob 15

Abraham Lincoln 17 + 1 = 18 (A better American leader, and mostly uncontroversial)
Ashoka 27
Brennus 13
Canute/Cnut the Great 20
Charlemagne 18
Churchill 17
Cunobelin 11
Franklin D. Roosevelt 11 - 3 = 8 (I like him except....Japanese internment camps)

Ragnar Lodbrok 12
Sitting Bull 11
Suryavarman II 23
Tokugawa Ieyasu 21
Wang Kon 14
Xerxes 8

Ashoka 27
Brennus 13
Canute/Cnut the Great 20
Charlemagne 18
Churchill 17
Cunobelin 11
Franklin D. Roosevelt 8
Frederick the Great 23
Hammurabi 24
Hannibal Barca 19 (18 + 1) -- A brilliant general, a capable suffet, and a big personality--I really can't think of anyone better suited to lead Carthage. His father Hamilcar was also brilliant and a big personality, but Hamilcar was never a civil leader.
Hatshepsut 20
Henry VIII 17
Huayna Capac 25
João II 23
Julius Caesar 14
Justinian I 18
Louis XIV 27
Mansa Musa 27

Tokugawa Ieyasu 21
Wang Kon 14
Xerxes 8
Zara Yaqob 15

Abraham Lincoln 15
Ashoka 27
Brennus 10 (13 - 3) - May be a title rather than a name, and both 'leaders' read suspiciously as if their actions were designed to show off the virtues of their Roman/Greeknarrators. There are much better candidates for Celtic/Gallic leaders.
Canute/Cnut the Great 20
Charlemagne 18
Churchill 17
Cunobelin 11
Franklin D. Roosevelt 8
Frederick the Great 24 (23+1) - Plays the flute, writes opera, debates Voltaire, and wins battles. A big personality full of irascible quotes who can take his civ in several directions
Hammurabi 24
Hannibal Barca 19
Hatshepsut 20
Henry VIII 17
Huayna Capac 25
João II 23
Julius Caesar 14

Canute/Cnut the Great 20
Charlemagne 18
Churchill 17
Cunobelin 11
Franklin D. Roosevelt 8
Frederick the Great 24
Hammurabi 24
Hannibal Barca 19
Hatshepsut 17 (20-3) Again, not because I don't like her per se, but I think a civ like Egypt with dozens of good candidates doesn't need to repeat the leaders.
Henry VIII 17
Huayna Capac 25
João II 24 (23+1) Give me a leader with exploration and money focus.
Julius Caesar 14
Justinian I 18
Louis XIV 27
Mansa Musa 27
Mehmed II 21
Montezuma II 2
Mursilis 15

Abraham Lincoln (15+1)=16 He may be overrated (and his treatment of Amerindians is nothing to smile about), but he's never been voiced in a Civ game before. I'm tired of George Washington and his Clinton voice, so I'm not eager to see him return. I would like to see Abe return instead.

Mansa Musa 27
Mehmed II 21
Montezuma II 2
Mursilis 15
Osman (14-3)=11 Surely, he only got into Civ3 because of his name (which Ottoman originates from)? He doesn't seem that remarkable a ruler otherwise.
Ragnar Lodbrok 12
Sitting Bull 11
Suryavarman II 23
Tokugawa Ieyasu 21
Wang Kon 14
Xerxes 8

@Guandao There are plenty of options that are neither Honest Abe nor George Washington. :p I still want Adams.

Abraham Lincoln 16
Ashoka 27+1=28 - Not gonna be original. My number 1 choice for a leader of India
Brennus 10
Canute/Cnut the Great 20
Charlemagne 18

Cunobelin 11
Franklin D. Roosevelt 8

João II 24
Julius Caesar 14
Justinian I 18
Louis XIV 27
Mansa Musa 27
Mehmed II 21
Montezuma II 2-3=-1 Yeah, not a good one at all. Besides, two Montezumas in the game?
Mursilis 15
Osman 11
Ragnar Lodbrok 12
Sitting Bull 11
Suryavarman II 23
Tokugawa Ieyasu 21

By the way, you should update rankings...

Abraham Lincoln 16
Ashoka 28
Brennus 10
Canute/Cnut the Great 20
Charlemagne 18
Churchill 17
Cunobelin 11
Franklin D. Roosevelt 8
Frederick the Great 24
Hammurabi 24
Hannibal Barca 19
Hatshepsut 17+1=18 - Very big need for new Egyptian leader. And Hatshepsut is one of the best choices.
Henry VIII 17
Huayna Capac 25
João II 24
Julius Caesar 14
Justinian I 18
Louis XIV 27
Mansa Musa 27
Mehmed II 21
Mursilis 15
Osman 11
Ragnar Lodbrok 12
Sitting Bull 11
Suryavarman II 23
Tokugawa Ieyasu 21
Wang Kon 14
Xerxes 8-3=5 - No major need for second Persian leader. Actually, Cyrus the Great is the best choice for king of Persia. And I would rather have Darius I or some non-Achaemenid ruler.

Cunobelin (11-3)=8 Cunobelin who? I think a Gaul should be the Celtic leader (if Firaxis is still rolling with a blob Celts civ) this time. Enough of Britons and Boudicca! :p

Suryavarman II (23+1)=24 Despite a high chance of the Khmers not being the first SE Asian civ in Civ6, I still long for their return. I hope the reason for their absence since Civ4 isn't the association with the Khmer Rouge. Besides, they can be renamed Cambodia. Suryavarman II is a great choice for their leader.
