We have a similar problem; because Climate Change will cause increasing hurricanes in our ports. And let me say that hurricane damage is akin to rockets, in some ways. And since we can slowly determine the main cause of Climate Change, we can see who's indirectly, but intentionally, attacking our coast.

Tactically, that's exactly where I'd attack if my cities are being attacked. Cut off all semblance of transportation capability of my enemies.

However, I wouldn't do it for 3 military personnel. That would require hard diplomacy.

What if its being fired by a part of the gov. that is being controled by another nation who gets thier orders from Iran. Israels enamies won't openly wage legal war. Then they lose so much if they do. Instead they fund and use terrorist attack to hide thier aggresion.

Come on, the country next door is Canada. Do they even have rockets? And even if they do, can they do any damage? Although it would make the perfect excuse to officially make them the 51st state.
