Well, two school of thoughts. We can either go for the most powerful/advance one to slow it down, or we can go for the nearest civ since they pose the greatest threat.
But I feel that at the end of the day, since we would be tied to 3 cities only, we have to rely on strong defense (esp naval) -- the idea of oppressing enemies' growth wouldn't work here, since we can't possibly reach all the AI in time for supression to work. I suspect we are already too late even for nearest HC.

Edit: dang it - I got those two list of units round the wrong way ... the 2cats+2dogs are next to the city with the other 2 dogs in support (1 tile NE).

The attack part should probably wait until we can produce elephants. Aksum is gonna take another 33 turns to expand, a bit long, but once some temple or library comes on line, that should be shorten by quite a bit.
So we now have 4 religions? At least we got one where its cathedral depends on copper. Let's try to spread the religions around (esp Gondar needing our state religion for OR boost), while we wait for phants to come on line.
Tech wise, the Sistine Chapel is the next most important wonder to grab, so let's gear towards Music (and try to grab that free artist) after CS. I think following the Aesthetics > Drama route should be okay.
2 of our 3 cities are at or exceed health cap ... so maybe it is time to pasture the sheep?

I've got it, and may even really and truly play and post tonight! I'll need to reread a bit to get a better idea of what to do next (hold in the woods; concentrate on religion spread; and culture out the asssss-cot sweater).
