As far as I understand there are THREE types of non-standard units now:
1. Heroes. Can only exist once-per-game-per-world. Unique to the level of being irreplaceable (can't build a second one after the first one dies).
2. Cultural units. Not sure how it works now, but I remember that in the past they were "limited" in the sense that their cost increased with their number-in-play. Or something else as well?
3. Special units. Tribes (Prehistoric Settler), Missionaries (religious and economic), Warlords/Nobles, maybe some others? Limited to a max-number-at-any-given-time-per-civ.
So it's a bit unclear which of those are "National" units that would be massively-buildable-with-a-max-count-limit, lol.
