yes, give or take finding enough RA partners.

I just did it pre-100 turns, but the Aztecs DoWd me from across the map (as friends) which broke an RA and I didn't find 3 AIs until near that time, so I had to do a few extra.

I also ended up with Currency and Machinery from the RAs, which is not part of the plan.

So on a Pangea map with minimal 6 civs around not DoWing you, yes, it's possible. (getting Mining/Marble resources helps as well)
