Also love the subtext: crime (blacks and latinos) and gangs (blacks and latinos) and drugs (blacks and latinos) have stolen too many (white) lives and robbed our (white) country of so much unrealized potential.

These have always been dogwhistle terms for minorities. The Trump campaign saw these associations turn from subtext to full-blown text. For example when asked about African-American issues in the second debate he spent the full segment talking about drug and crime problems. The opening salvo of his campaign was to condemn all latinos and immigrants as rapists and murderers and drug dealers. It's not a stretch at all to read that subtext from his statement, because it's explicitly what he's been saying for literally the whole of the election cycle. It's why David Duke and Breitbart and Stormfront endorsed him.
