Yes, the Harappans are partially programmed into the game, but Leoreth decided against including them because we know far too little about their civilization for any inclusion to be meaningful (and also they have to win before even meeting anyone else -> boring game).

But playing as them and going for time victory would be fun . Perhaps add them as a minor civ?

On M/N, my experience is, if China hasn't founded Taoism by turn 70, then likely they'll never found it.

Yeah, in some games China just goes renegade and doesn't tech Calendar for whatever reason. In those cases, Persia usually founds it.
