It is bad vanilla global warming. GW can be triggered by mass unhealth, which leads to Desert Fairy Magic in RFC when plague is happening, especially end game, during the industrial era or if there are many, large cities.

Not unheard of but my first time seeing AI Cordoba so strong, and so spread out in Europe. Spain got over taken by the Moors very quickly which leads me to think powerful Cordoba spawn due to recently collapsed Roman and/or Byzantine empires, which gave way for the Almohads to conquer most of Southern Europe.

I've actually been seeing that quite a bit lately.

Edit: Neapolitan Italy exists in my current game as well, having formed in the mid-1300s after the Byzantines collapsed. Despite controlling Rome, they're Orthodox. Go figure.

Occasionally I see the Germans settle some Pacific islands. It's never the (historically accurate) French, British or Americans (except for Hawaii) who do, though.
