Do we even know we can rename regular cities other than the capital on era transformation?

We do not, and when they show the city UIs I can see no obvious option to do so. Either way I'm sure it'll be in eventually if not on release, as was the case in VI.

Old Independents and it seems CSes are gone between ages, with new ones with new abilities replacing the old ones.
