Okay, what does that have to do with what you've been talking about? The humans did not create the Horta. The Horta are not burrowing for the purpose of helping the miners. That's a happy byproduct for the miners. Hortas burrow because that's what they do. It's a normal activity for their species. Neither is enslaved to the other.
BTW... Diane Duane, one of the best of the TOS novelists, created a Horta character who was the first Horta to serve in Starfleet. Ensign Nahrat (later promoted to Lieutenant) featured in Duane's Romulan-centric novels. I highly recommend them.
