Are you sure about that? I'm certain the Tang dynasty expanded west, taking parts of Kazakhstan, until they were checked by the damned Arabs. Shortly afterwards, a rebellion. Maybe having tiles outside of the core affects China much more negatively? Who cares.

I was expecting someone to bring up Manchuria but this is interesting, learn something new everyday. Perhaps they just had a bad civic combination.

The cores aren't accurate and more for gameplay purposes.
Leoreth actually reduced the core (removed Tibet) but made the Chinese stability map more efficient in some places.
(In vanilla RFC, you couldn't settle any part of Manchuria without suffering a Mongol flip.)

Keep in mind these are during greatest historical extents.
Vietnam and Corea broke off for one reason or another multiple times.

Actually I always vote for somebody else in the Apostolic Palace because to me it's pointless as the AP never proposes any motion of any impact, and most of the time at least one AI will defy its resolution anyway. The temporary relations boost from voting for somebody else can often give me useful trade agreements.

The UN though, is much more useful (mostly the NPT) so I always vote for myself there.

I don't know if Leoreth should spend time improving the AP mechanics - I don't care much about it myself. But it sure is very boring right now. Perhaps if it's made more interesting I'd be more motivated to play HRE/France/Spain. As it is now I will stick to playing England/Russia and ignoring the AP (and the rest of Europe, mostly).
