Are you sure about that? I'm certain the Tang dynasty expanded west, taking parts of Kazakhstan, until they were checked by the damned Arabs. Shortly afterwards, a rebellion. Maybe having tiles outside of the core affects China much more negatively? Who cares.

Actually I always vote for somebody else in the Apostolic Palace because to me it's pointless as the AP never proposes any motion of any impact, and most of the time at least one AI will defy its resolution anyway.
