Representatives of nearly every Nation and People of the North American Continent gathered in the smoldering ruins of Vera Cruz, under the watchful gaze of the New Englander Imperial Fleet and the Virginian Army Air Corps. In the mild heat of the Caribbean winter, the leaders of the Allied Coalition accepted a plea for peace by the United Collectives of North America. As the top generals and admirals of the Allied militaries made small talk around a large oak table, a retinue of Communist leaders entered the room, bringing with them silence and respect. Here were the men who were responsible for fighting a continent of foes, and though their ideology did not sit well with the Allied men, the Communists were well respected for their achievements and resolve.
"It's been over three weeks, Comrades," General Patton, Major General of the Army of Ohio and Commander of Allied forces in Mexico slurred the last word in a derogatory fashion, "and my government is tired of reviewing and altering every aspect of our fair Treaty. Its now or never: will you sign it?" The treaty, first proposed by the Communists, but written by the Virginians, had been torn, fixed, sewed, and torn again over the past weeks as both sides tried to come to a consensus that would end the war. It was clear the Communists were not surrendering and they didn't act as such. In response, they had Virginian diplomats traveling to all the capitals of the nine Allied Nations trying to gain a consensus on peace. Patton was never one for conforming to Communist wishes. If it were up to him, he would tear up this treaty and order these men arrested, followed by opening up a complete bombardment on Mexico City that would wash away any history this country once had.

TREATY OF VERA CRUZ
All parties signed here agree to cease hostilities. The following points will conclude a peace treaty between signatories.
1. All Parties agree to cease hostilities, tangible and intangible, public and private.
2. The United Collectives of North America shall henceforth be disbanded. In its place will be the following states, established and recognized by all signatories. A map is attached to outline new borders.
2.1 The Democratic Republic of Mexico shall be established, with a capital at Mexico City.
2.1.1 The Democratic Republic of Mexico shall be governed by a bicameral legislation, elected through Universal Male Suffrage, every five years. The executive branch will include a President and his cabinet, elected by the legislature, at least every 5 years. A preliminary transitional government will be created by Allied forces to facilitate the regime change, and shall have authority for 1 year (until 1945), whereby the first elections shall be held.
2.1.2 A Constitution shall be written during the Transitional Period, which must not violate any points contained within this Treaty.
2.1.3 The Democratic Republic of Mexico shall be barred from signing any treaty with any other government or Alliance that binds the Democratic Republic of Mexico in a pact of mutual protection, military obligations, or military alignment. Treaties of Trade are allowed.
2.1.4 All communist parties shall be outlawed.
2.1.5 Allied inspectors will monitor elections of 1945 to ensure fairness and legality.
2.1.6 All monuments dedicated to the former Communist government, or the ideology of communism at all, shall be dismantled throughout the Republic of Mexico.
2.2 The Nez Perce Nation shall be established within ancestral borders, with a capital at Avig.
2.2.1 The Nez Perce Nation shall decide its government through a Constitutional Convention in 1944. The Communist Party shall be illegal, though a moderate socialist party will be permitted.
2.2.2 It shall be illegal for the Nez Perce Nation to sign any treaty with the International Socialist Cooperative Group or any other member state within, as well as the Co-Axial Pact of Nations or any other member state within.
2.3 The Lakota-Sioux Nation shall be established, with a capital at Geronimo.
2.3.1 The Lakota-Sioux Nation shall decide its government through a Constitutional Convention in 1944. The Communist Party shall be illegal, though a moderate socialist party will be permitted.
2.3.2 It shall be illegal for the Lakota-Sioux Nation to sign any treaty with the International Socialist Cooperative Group or any other member state within, as well as the Co-Axial Pact of Nations or any other member state within.
2.4 The following territories shall be handed over to Allied states,
2.4.1 The Islands of Hawaii shall be returned to the Swedish Empire, and the Republic of Mexico will denounce all claims to them.
2.4.2 The UCNA province of West Texas shall be ceded to the Republic of Texas. The Republic of Mexico will denounce all claims to this land.
2.5 There shall exist a demilitarized zone on the Mexican side of the Mexican-Texan border of no less than 100 miles, and on the Mexican side of the New French border of no less than 100 miles.
3. War indemnities shall be paid by the Democratic Republic of Mexico in the form of tangible resources (coal, steel, wheat, etc) to be transferred, in specific amounts no less than 6 EP per turn, to a general Allied fund, which will disburse said indemnities according to the following, to be paid in full by 1959 (15 years), for a total of 92 EP (including an addendum that includes a second payment to the Algonquin Nation),
3.1 To the Empire of Louisiana 15 EP
3.2 To the Republic of Texas 15 EP
3.2.1 In addition to the regular reparations paid to Texas, a separate payment of 5 EP is to be made no later than 1949, to be paid in full by 1952.
3.2.2 All military technology researched and developed by the Republic of Mexico shall be shared with the Republic of Texas.
3.3 To the Algonquin Nation 17 EP
3.4 To the Republic of New France 15 EP
3.5 To the Republic of New England 10 EP
3.6 To the Empire of Virginia 10 EP
3.7 To the Empire of Cuba 5 EP
4. The combined military of the Republic of Mexico shall be limited to defensive units, to be capped at the following, with no long-range air units (bombers), and only one capital ship and no submersibles,
4.1 100 infantry brigades, 10 AA brigades, 10 AT brigades, 15 artillery brigades, 5 light tank brigades, 5 heavy tank brigades
4.2 20 fighter squadrons
4.3 15 destroyers, 10 light cruisers, 5 heavy cruisers, 1 battleship
4.4 At the request of the Republic of Mexico, section 4 of the Treaty of Veracruz may be reviewed and amended by a majority vote by the allied nations of Virginia, New England, Texas, and Louisiana.
4.5 All excess naval ships are to be surrendered to New Englander and Cuban forces, to be either recommissioned or scrapped.
5. The navy of the Republic of Mexico is restricted to peace maneuvers in the Gulf of Mexico and within territorial waters in the Pacific.
6. Should any point in this treaty be violated by any party, Allied armies retain the right to intervene in order to correct any such violation.
