You would need to convert the texture to a .png first, and then load it under the UV faces selection.

Then the SDK will not allow the creation of new units (only the reskinning) which would be a horrible mistake on the part of Firaxis. I HIGHLY doubt they would make so foolish a move as to provide tools to modify virtually every aspect of the game except the 3D models. I, personally, give Firaxis more credit than to do something as idiotic as that.

... well, with blender it is actually very easy to modify or create new models, the only thing you cant do (you would need to buy a copy of 3dsmax for that) are new animations,... which limits the use of blender, but i think he guys from niftools will extend their blender support and get those civ (actually you can modify morrowwind animations) animation files im-/ and exported.

I used open source, freeware Blender, and tools found here:

Also used Paint shop Pro 9 (not free, and sucks) , and DDS converter 2.1 (shareware)

this model is not avaialable yet, it is to be used in the Civ IV sci-fi mod Pentagenesis

This was only a test, and it is 2590 triangles, with a 256x256 dds texture.

I tried 512x512 .dds, and Civ IV did not like it.

In this screenshot, what you are seeing is "lighthouse.nif" with "FuelRefinery-256.dds" texture.
