A zombie virus hits the world and turns everyone into zombies until there's no 'food' left and they all starve to death. Island countries manage to isolate themselves from the plague. 28 years later the world has been recolonized by the survivors (some areas remain unpopulated).Spoiler :
If they are only island survivors, I doubt there would be that many of them to constitute such large amounts of land. 28 years later, at most, you would see city-states, maybe a small empire or two, but nothing on the scale you have going.
