They're called vocalic consonants, it is usually done with nasals like M and N (think of the second syllable of "rhythm") or liquids like L and R as in Slavic languages. The distinction of vowels vs consonants is an more an analytical convenience then a firm binary.

the report is prepared by Pentagon . Central theme being the US is so advanced that nobody else can see the aliens . As in if ı was to report stuff it wouldn't be filed within the system . Grey stuff might or might not be subsurface ufos , some of them a kilometer long as submarines and spaceships no doubt trailing an US carrier battlegroup . These things are so advanced that the US can not stop them , period . But utterly peaceful and they are trying to communicate but can't . You know being stupid and so on . It is a game by the US trying to convince the world that are allied to and protected by the 10 feet tall Nordics . This is no longer 1992 .
