I think you really need to look up and examine the underling ideology of Arab Socialism, and what does Pan-Arabism means for the Ba'ath Party in Syria.
They are secular to the extent that secular ideas are useful to al-Assad. Saddam did the same thing. He trumped up his secular Arabism to gain support from the west to oppose those evil Shia Iranians while at the same time presenting himself as the savior of the Sunnis and protecting the holy places.
