We are not the only nation that has a hospital or knows anything about medical practice, with that said it is our right to invite what ever nations we wish to study and contribute at our research hospital. We were under the impression that Proletarians still understood how to put bandages on themselves, but if we were wrong then the fighting in Hungary should end very quickly.

ChiefDesigner made a good point in a chat a couple days back, that the problem with one year updates is that players have little to no chance to respond to various disasters. Due to time constraints and the fact that I'd have to rework the entire ruleset, dropping to a slower time advancement is impractical. Instead, I have followed one of his suggestions and prepared a list of things that can go wrong. This list will be editted into the first page, at my reserve post below the stats. In the meantime though, I post it here for your reading pleasure.

The Way Things Go Wrong: A List of Potential Disasters

Natural Disasters*

Fire: Fire is indeed hot. In the industrial era, fires are still a devastating fear and threat for most cities. More modern cities in wealthy nations have less to fear, due to established fire brigades and institutions. Only the more backward regions of the world have much to fear from urban fires. Otherwise, larger nations with expansive wilderness may also learn to fear the flames, though they are less economically devastating in that scenario.

Flood: After a period of intense rain or the collapse of a dam, a region can become badly flooded. This causes the destruction of homes, breakdown of law and order, and all the other things that accompany a wall of water. Obviously, the places at most risk are those next to large bodies of water, as you need water to have a flood.

Hurricane/Typhoon/Tornadoes: Regardless of how big they are or how plentiful they are, a spinning cyclone of wind and rain is devastating no matter where they appear. With time and technology they can be predicted, but before the modern conveniences of satellites and meteorology, they can be a ghastly surprise for even the largest ships on the move. In the worst of storms, destroyers have almost as much to fear as the mariners of old.

Earthquake: With the exception of a few rare places around the world, earthquakes can take place at almost any time or location. Earthquakes can range from mildly inconvenient to overwhelmingly destructive. They can provoke flooding and fires, and the risks that come with both of those events. This is by far one of the worst events that could happen to your infrastructure and territory.

Epidemic: Not all disasters are accompanied by things worthy of a Michael Bay movie. Sometimes the death comes far less sudden. Throughout the twentieth century a variety of new viruses and diseases appeared and cause trouble throughout the globe. Disease is an ever evolving phenomenon and will constantly change and be an ever present threat. Diseases can run in scale of small regional outbreaks of smallpox or influenza, to massive world changing pandemics, as unlikely as they are. Obviously, a better healthcare system will provide a better counter to the development of any pandemics, at least in your own nation.

*Now the above list is not a complete list of everything Mother Nature and the Random Number God can throw at you. These are, however, the ones which can be prepared for, and possibly prevented. Some things though, such as a meteor, well, all you can do is pray like hell that such an unlucky visitations does not descend upon you. For the time being deflecting a meteor is far beyond that of mere mortals.

Political Disasters

International Incident: International incidents can take place at any point in your nation's history, regardless of what level of Stability you possess. These include both the direct results of more unscrupulous actions you may take against your neighbors, or even the actions of private citizens beyond your control. This sort of event is more likely if you are engaged in some sort of subterfuge, or if your neighbors have lower stability. Events like this may include arms smuggling to the assassination of a foreign minister.

Intellectual Dissatisfaction: Intellectual dissatisfaction is the only political disaster which can take place at any point regardless of your nation's stability. These events include political treatises or student movements against your government. These are rarely fatal, and more often than not only reflect the attitudes of a small minority of your population. Occasionally intellectual dissent can lead to assassinations or smaller acts of terrorism/rebellion. There is a slight risk that the situation will escalate into larger protests depending on how low your stability is. There is a possibility, depending on the style of the dissatisfaction that you could receive a stability reduction or even a boost from intellectual dissatisfaction.

Protests: Protests are typically nonviolent affairs, calling for the end of one policy set forth by your government or the implementation of another. Typically this is a larger event than university or student protests, consisting of a larger segment of the population. The issues raised by protestors may or may not require an immediate response, and can still be fairly safely ignored. Large-scale protests will occasionally lead to a stability drop, and will rarely escalate into larger riots, depending on government or local authority response. Protests will only happen (excluding escalated dissatisfaction) if you have 9 Stability or lower.

Rioting: Riots can be ideologically motivated or simply emerge from a naturally tense situation in an urban area. Typically the local police will be overrun in a situation where riots take place, which will usually provoke a military or paramilitary response. Riots can turn into coups or revolts, if they go badly enough or are mishandled by authorities. Riots will almost always lower a nation's overall stability. Riots will only happen (excluding escalated protests) if you have 8 Stability or lower.

Military Coup: When the situation in a nation seems too unstable, typically the great force of stability, the military, will step in to restore order. This can lead to the toppling of a democratic government or the change of power from one warlord to another. Occasionally these regime changes are ideologically motivated, and other times it's just so that a new man can enrich himself at the expense of the people. Coups can be successful or unsuccessful, and are far more likely in a dictatorship or a young democracy. An long-established nation with a strong democratic tradition has less to worry about from its military. Military coups will only happen (excluding an escalated riot) if you have 6 Stability or lower. There is a small chance that a failed military coup will lead to a civil war.

Localized Revolt: If the government is losing control, usually the first to suffer are those outside of the center of power. This could be an oppressed ethnic minority, a smaller ideological group, or even provincial secessionist movements. They usually believe that the government has lost its legitimacy to rule over them for whatever reason, but are concentrated in one region or another. Localized revolts will only happen if a riot escalates to an unsustainable point, overwhelming both the police and army, or if you have 6 Stability or lower. Depending on the government, a localized revolt is typically willing to negotiate with the central regime if it believes they will meet its demands. A localized revolt usually leads to a civil war or prolonged rebellion.

National Revolt: A national revolt is one in which the whole nation is in play in a major political dispute. For whatever reason, a large portion (maybe a majority) of the population no longer recognizes the authority of the central government. There are no neutral factions, but typically this results in two large factions fighting for control over the whole nation. This is typically an ideologically motivated conflict, but not always. National Revolts can only take place if you have 4 Stability or lower.

Systemic Collapse: A systemic collapse is the worst case scenario. In this situation the central government has for all intents and purposes ceased to exist. The former chief executive has disappeared, died, or lost all legitimacy, and has in turn provoked a struggle for control over the whole nation. A systemic collapse will typically lead to a number of successor states throughout the whole nation, with various motives and identities, depending on the nation. Some may be ideological, some opportunist, and some secessionist. Regardless, in this situation, there is only chaos and war to look forward to for the people of the nation. Thankfully a systemic collapse is only possible when you have 2 Stability or lower. It should be noted though, that if the events of a update cause you to hit 0 Stability, you will have a systemic collapse regardless.

News from Europe​

SMUGGLERS CAUGHT ON OCCITANIAN AND CONFEDERATE BORDER. Marseilles, Occitania. Despite recent measures designed to build closer ties between Occitania and the Franco-Burgundian Confederation, the political relationship between the two has taken a major blow this year. A group of two dozen arms smugglers were caught on the border near Marseilles bringing in military grade arms and munitions to aid the Italian Brotherhood in Piedmont. A Confederate army patrol managed to intercept a shipment this year, and arrested the smugglers for providing succor to insurgent agitators. So far the Occitanian government has not been implicated in the crimes of the smugglers, and they have requested that they be extradited home to face their own judicial system. Legal experts suggest that the debate could go on for years, while in the meantime, it seems that new tensions have risen between the two states.

FLOODING IN THE AZORES. Horta, Portugal. The Portuguese possessions of the Azores has faced severe flooding this year as a number of torrential rains brought about severe mudslides, causing the destruction of a number of small villages. The damages have been fairly minimal with all things considered, and less than two dozen people died in the initial flooding or any of the resulting mudslides. Several local roads were also washed out, causing some confusion and economic disruption in the islands, but the Portuguese garrison in the islands immediately went to work clearing and rebuilding them. The Portuguese government has immediately responded with the deployment of substantial economic and military aid to the islands, hoping to restore the possessions as much as possible. The government in Lisbon has pledged to make it a priority of the government to aid in the modernization of assets in the islands to help prevent future disasters and problems with flooding.

ELECTIONS IN FLANDERS. Brussels, Flanders. The elections in Flanders have proven to be another contest dominated by the Social Republican Party, which has continued to campaign based on its four consecutive terms in control of all elements of the national legislature. The various opposition parties have begun attempting to rally support, but have been unable to coordinate, causing them to lose even more control in the legislature. The Social Republican Party has control numbering substantially over the majority of seats in the government. This continues to preserve power in the hands of the Social Republicans, as they consolidate their reign and authority. There have been some concerns expressed by conservative press that the current government is trending to a single party state, but overall, it seems that the people are still highly enthusiastic about their leadership. (+1 Stability)

BRITISH ELECTIONS. London, United Kingdom of Great Britain and Ireland. Elections have been held this year for a number of seats in Parliament, and it appears that the Labour Party has faced a significant challenge once again from the Union Jacks. The reactionary party has greatly criticized the liberals for their policy of "retreating from the Continent" and the failure to support the old regime of the United States of America. They have stated that the old government was a time tested ally of the United Kingdom and that support for the insurgents in Albany was nothing short of a betrayal. Furthermore, they have highly criticized the Labour Party for their actions in Ireland, failing to take into account the needs and desires of the Protestant population. Unfortunately, this platform seems to have somewhat backfired in the faces of the Union Jack leadership. The old government of the United States of America is considered to be too brutal to be supported by any civilized nation, and most of the Irish ministers have thoroughly backed the Labour Party, giving them a clear majority in Parliament. REPUBLICAN RIOTS IN BULGARIA. Sofia, Bulgaria. The absolute rule of General Yavor Draganov has become further disputed in Bulgaria this year as discontent with the military dictatorship has become more apparent. The failure to meet any of the promises or demands made since the general first gained power in the revolt against the Roman Empire has continued to agitate the population. A number of underground leaders have led a protest against the rule of the general in Sofia, and the army quickly cracked down. Unfortunately, the protests spiraled out of control into a major riot, which caused substantial damage and resulted in heavy urban fighting. It is clear that a large amount of Bulgarian people are tired of the absolute rule, but the army continues to retain the final say in these matters, gunning down any opposition. Sofia has remained under martial law throughout the rest of the year, as any would-be agitators are arrested and executed for treason. (-1 Stability)

UNREST CAUSES CROATIAN WITHDRAWAL FROM WAR EFFORT. Zagreb, Croatia. Bloody ethnic violence erupted in Croatia this year as Croats attacked Serbs and Bosnians throughout the population, claiming that they are attempting to steal property. This has come on the heels of the reforms pledged by the Serbian government for Bosnia, and the Croats have been highly outraged by these ideas, claiming that the Bosnian territory should be ruled by them. The Croatian people have thus begun to seize properties for themselves, viciously attacking Serbian people in ethnic violence throughout the nation. The Croatian government has blamed the violence on Serbian agitators, attempting to secure Serbian dominance throughout the region. They have since withdrawn their army from the fighting in Budapest, claiming that it is needed to protect their interests against Serbian warmongering. Despite the withdrawal from the Hungarian Civil War, the Croats have continued to allow Italian and Spanish supplies to be moved up through their ports to the front lines.

ARRESTS SHUT DOWN IRISH MOVEMENT. Ulster, United Kingdom of Great Britain and Ireland. The Hand of Ulster, a violent Protestant Irish movement against the current dominance of the Catholics in the Irish part of Parliament, faced major setbacks this year. The British, with support of the inner security forces as well as military intelligence, has successfully managed to track down and arrest the most notorious and influential of the Protestant leadership. The Protestants, who had been behind several bloody attacks last year, continued their campaign of violence this year, attempting to secure power for themselves in Ireland. Though they had won some limited support from more reactionary members of Parliament, they have found themselves under siege by British authorities unwilling to accept their violent activities. The result of the current round of arrests and seizure of a number of arsenals has greatly stabilized the situation for the moment, breaking the back of any Irish Protestant movement. (+1 Stability)

WAR IN HUNGARY. Budapest, Hungary. The war in Hungary clearly escalated at the beginning of the year as the bulk of the Italian and Serbian armies, along with a Spanish expeditionary force, were all sent to end the proletarist uprising in Budapest. The fighting focused nearly entirely upon Budapest, as Serbians were on the receiving end of devastating artillery fire. The proletarists, thanks to local support from the population were able to identify most of the Serbian artillery positions and concentrate fire on each respective position, inflicting enormous casualties upon the Serbian artillery corps. Ultimately the coalition infantry launched an assault directly into Budapest, and they found to their dismay the proletarists to be a highly determined foe. Well informed of their enemies' every move in the theater, the proletarists were overjoyed when the Spanish introduced the world's easiest to hit targets. The pathetically moving "El Cid" tanks were horribly slow, and easy to hit with any artillery weapons, assuming they ever made it to the battlefield. Most of them failed mechanically before they even reach Hungary, and have proven to be completely worthless on the battlefield, easily dispatched by the lightest artillery pieces. The proletarists also have had experience in artillery focus upon armor, and the Spanish crews could not maneuver to avoid barrages. The Spanish armored forces have been utterly wiped out or simply dismantled as only a handful of their tanks remain, and all have been put into reserve by local commanders. The other weapon that has been tested is a small squadron of the German designed FrL1 bomber. These planes have proven to fly too low and carry too little to be of any use, easily being brought down by proletarist small arms. The Italian squadron sent in was a total loss, there were no survivors. The Italian Forze Speciali have also been suffering heavy casualties, finding most of the theaters of fighting to be out of their expertise. Though they have acquitted themselves well in combat, they are still feeling quite out of place. By the year's end, and with heavy casualties mounting on the coalition's side, most of Budapest has been retaken, but the proletarists have retained control of Slovakia and continue to fight on in the nation's capital.

BOSNIAN AUTONOMY ESTABLISHED. Sarajevo, Bosnia. The Serbian government have at last made use of the territories they occupied during the initial stages of the proletarist rebellion in Hungary. The new Duchy of Bosnia has been carved out of the territories, most of which had rested under the influence of Croatia while under the reign of Hungary. The new Bosnian government consists of locally supported nobles, who are backed by the military might and power of the Serbian monarchy. The development of the new duchy has been met with great anger from Croatia, who have quickly dismissed the possibility of any compromise with the Serbs. They have continued to rail against Serbian perfidy and the situation has resulted in the mobilization of troops to the new Bosnian border. The Serbians continue to maintain an overall rule over the new Bosnian duchy, even if they have been granted full control domestically, continuing to guide their foreign policy positions and ideals.

CONSTANTINOPLE RECONSTRUCTION BEGINS. Constantinople, Roman Empire. Even as select scientific teams from across the world continue to study the ruins, life has begun to return to Constantinople. Though portions of the outskirts of the city have continued to function over the past few years as the military set up their own essential infrastructure in the fights against Bulgaria and Opsikion, the civilian core of the city remained shattered. Plans were announced by the Imperator this year to restore the city to its former glory, creating a modern new Constantinople out of the rubble. The new designs have called for streets designed for automobiles, while an integrated underground train system is also to be implemented. Among these are new buildings of the latest designs in architecture, including plans to use the latest methods of steel treatment to build what some say will be the world's tallest building, commonly called a skyscraper. The basics of the new city are planned to be completed from thorough investment no sooner than 1915, though some suggest that the program could take longer if the full resources of the Roman Empire are not committed.

News from the Americas​

MASSIVE HURRICANE SWEEPS ACROSS THE CARIBBEAN. Kingston, Jamaica. The worst known hurricane in decades has swept across the Caribbean this year, leaving a trail of devastation in its wake. Even as numerous factions and fleets make their ways across the seas, they have found themselves sidetracked and distracted by this devastating storm. While no modern warship were sunk by the rising waves and rides, a number were driven aground by the seas, and extensive effort was made by the American and Brazilian navies to bring them back into service as quickly as possible. This has caused some delays in the naval campaigns, as will be discussed in the special section on the crisis in the United States. The worst hit was the island of Jamaica, which suffered the full and unadulterated wrath of the hurricane, suffering from a direct strike upon its coast. Thousands are believed dead and even more missing, as the island nation destabilizes greatly from the chaos inflicted by the hurricane. Cuba also sustained substantial damages along the southern coastline, including flooding throughout a number of coastal towns. A large number of Cubans were killed in the floods and winds, and the army has been deployed to maintain order. The hurricane finally made landfall on the mainland in the Mayan Republic, shattering the capital of Belize, and devastating the capital region of the nation, causing extensive damages and thousands of deaths. What was left of the storm ultimately made it into the Gulf of Mexico and eventually dissipated over western Florida. ELECTIONS IN ARGENTINA. Buenos Aires, Argentina. The constitutionally mandated elections of the Republic of Argentina were held this year, providing an outlet for discontent with the government. The only real concern mounting has been the relationship with Peru and Chile, which has grown strained due to what some are calling "tariff warfare." The ruling National Conservative Party has continued to campaign upon the massive economic successes Argentina has had over the past few years, and the success of the transfer of power in Oranjien. The opposition has had little to counter these obvious successes with, and economic prosperity has brought definite job security to the National Conservative Party. This is the third political election in a row where the National Conservatives have clearly dominated their opposition, though they have not gained any more seats than they had previously. They still possess a clear majority, but the National Conservatives have yet to further expand their holdings in the nation's Congress.

VINLANDERS PROTEST GOVERNMENT FOREIGN POLICY. Nya Stockholm, Vinland. A number of Vinlanders have turned out in Nya Stockholm this year to call for Vinlander support and intervention in the growing crisis to the south. The instability caused by the effective collapse of the United States of America has begun threatening to spill over into Vinland, and a number of interested parties have begun lobbying the government. The main protest has called for some form of intervention in the southern conflict or at the very least major military expansion in order to secure the nation's borders. The current situation has made a number of citizens extremely nervous, due to the relatively small amount of soldiers available to protect the border. Opponents of the government claim that their inaction shows an unwillingness to defend Vinland against foreign interests and invasion. Already, it seems that the protestors may be justified, as a major increase in the amount of crime has been reported throughout the western provinces bordering the more unruly American states.

AMERICAN CRISIS CONTINUES. Albany, United American Republic. The crisis in the wreckage of the United States of America has continued and even escalated in the year after the downfall of the Washington began. The various factions which have emerged throughout the region have begun fighting for supremacy and dominance over their neighbors, or allying with them for a common cause. The American South continues to be torn apart in a violent race war between the rebellious slaves and the remnants of the Federal government. In the northeast, a major fight has exploded between the Great Lakes Republic and the United American Republic, threatening to create a true new power in the region. In the western territories, the Great Plains Alliance builds its power while other warlords fight small local battles for dominance. All the while these factions struggle, outside powers have used the opportunity to advance their own goals and agendas in the new power vacuum of North America, absorbing old American possessions. Due to the sheer scale of the conflict and fighting, even coming close to rivaling regional bloodshed of the Great War, a special section has been provided below for this ongoing crisis.

MONARCHY ENDS IN CUBA. Havana, Cuba. The brief tenure of King Jose of Cuba came to an end this year, as the republican president was restored to power as head of the reigning Democratic Party. This has restored all control peacefully to the legislature as the momentary experimentation with monarchy met with complete failure. Thankfully, very little internal unrest has been associated with this change, and most people are relieved with the return to the status quo, and the republican cause has the former monarch under intense observation. The main blame has been set upon the monarch for nearly causing a war with the United States, and the abortive attempt at invading eastern Florida. The expedition has been widely seen as a bad idea that very nearly became a catastrophe for Cuban arms, and most are thankful that it never took place.

EXTENSIVE NEW LEGISLATION PASSED IN BRAZIL Rio de Janeiro, Brazil. While most of Brazilian attention has been turned to focus upon the raging war in the Caribbean and the former United States, there has been substantial movement upon two key pieces of legislation at home. The first of these is the minor Welcome Home Act, which acts as an added inducement for any refugees from the United States, making it easier for them to migrate and integrated into Brazilian society. This act has seem a bit premature, as it is clear that the American refugees are choosing instead to go to places closer at hand, such as Vinland or Cuba. The more significant law passed was Worker's Reform and Assistance Act, which has pledged the establishment of a pension system by 1915. They have pledged to provide a means of welfare for those who choose to retire after laboring their lives for the betterment of Brazil's economy. The bill was passed by a bipartisan effort as both the Liberal Party and Party of Order came out in its support.

AZTEC REBELLION ENDS WITH FINAL BATTLES. Oaxaca, Aztlan. The bloody war for the independence of Aztlan has finally been brought to an end as the new nation of Aztlan at last receives the recognition it has been seeking. The government of Florida was the first to call the fighting quits, having established a cease-fire in late 1912. They quickly recognized the new independent state of Aztlan, and have since established the bureaucracy of regular border relationships. The remnants of the Federal government in Charleston followed suit out of necessity as the war continued to worsen for them with Brazilian intervention and the disaster in Panama. The Mayans proved more determined, launching one last great offensive to attempt to restore their authority to the Aztec provinces. This attack met with setback after setback, failing to accomplish even their initial goals, and being badly bloodied all the way. The Aztecs completely repulsed the offensive, crushing the Mayan force. Facing rising dissent at home, and a chaotic situation, the government had no choice but to cede the Aztecs their independence.

The Flag of a Free Aztlan

MILITARY JUNTA FORMS OUT OF MAYAN BLOODSHED. Belize, Mayan Republic. The devastating loss of the war against the Aztecs and the devastation of the great hurricane which crossed the Caribbean has led to a major civil conflict back in the Mayan Republic. The ink on the treaty with Aztlan was still drying as a disgruntled military command named Ceh Pech led an attempted coup against the republican government. What was to be a rapid acquisition of power turned into a bloody civil conflict as the republicans rallied the remaining conscripted forces around themselves. They fought heavily for control of Belize and the nation's other urban centers struggling to preserve power against the military. Eventually, the superior firepower and capabilities of the army won out, crushing the conscripted forces and toppling the republican government. The new head of state has vowed to restore stability to the Mayan people and restore the shattered glory of the nation. VINLAND COMPLETES INFRASTRUCTURE DEVELOPMENT. Nya Stockholm, Vinland. A major program of infrastructure development, which has been ongoing for over a decade has at last been completed in the North American nation of Vinland. The Vinlander government was pleased to announce the end of this expensive program, which he has stated "has at long last opened Vinland's western provinces." The end of this program has been fortuitously timed with the collapse of the United States of America as millions of displaced citizens look for new homes in the great white north. The new jobs and programs have been creating chances for employment and new economic opportunities for the former American citizens. The massive increase in unexpected immigrants has rapidly filled up the new chances in the west with the American migrants, in some cases turning whole towns entirely American overnight. The political ramifications of this are discussed elsewhere, but in an economic sense, it seems that the program has been a wild success, far beyond the most fevered dreams of its designers.

FIGHTING IN NEW SPAIN. Managua, Nicaragua. While the much larger American crisis takes place in the former United States of America in the north, most of the world seems to have forgotten a similar struggle which took place in New Spain. The rebel movements have generally been having strong successes against the central government in Managua, and the Hondurans are getting the best of it. The New Spanish government initially focused its forces upon the province of Costa Rica, and found themselves bloodily repulsed. This opened the door for the Hondurans to score several major victories in the north, smashing the New Spanish army. In a bid which brought the world to a quick end, preventing a prolonged struggle, the Hondurans attacked and captured Managua. The capture of the center of government has allowed Honduras and Costa Rica to dictate terms to the former central government. The old New Spanish government has been dismantled and the provincial leaders of the central regime in Nicaragua has been given authority in the center of the three new nations. This victory has brought a thankfully quick end to a war which could have devastated the region, much like the fighting in North America. All three new nations are following elements of the old New Spanish constitution, and will hopefully be holding local elections all in 1915.
