He's voting once per day. Admittedly breaking the rules is a scumbag move but too late for spilt tears or however it went.

That's not once per day in any place. It's eight hours between one vote and the next. Otherwise, since I haven't voted for at least two weeks, I should be crowned the winner right now for a mega-downvote as I'd still be below average.
