Yes, I commenting about this exactly, there's no such thing as modern leaders, there are modern civilizations and their thematic leaders, which often fit the same time period, but don't have to.
He fits fine to get revealed with Buganda (like Himiko was revealed with Japan)…doesn’t seem to be too much info on him though, might be hard to make abilities(regular and agenda) and all his mementos… but as mentioned Fred+Himiko can have 2 remaining extra personas

I think we have a bit of a different view on this. Charlemagne got his first look when the exploration age civs were revealed, because he lived during the the exploration age. He wasn't revealed alongside Normans (earlier), France or Germany (later). Same thing for Amina - she got her FL in a time frame when exploration age civs had their go, despite we knew about her since August. Trung Trac was revealed with the Antiquity civs and leaders, because she fitted that age. Hence, I would be surprised to see the FL for an exploration age leader now, when modern civs and leaders are currently revealed. Granted, Himiko is the big exception, but I can see reasons for that.
Could as well be. I mean, I don't want to discount the choice of Buganda, but if someone for some reason had a Bugandan leader in mind (besides leaders not being coupled to civs) that might have been an additional reason to choose Buganda over other subsaharan kingdoms (some of which would have had more name recognition).
It's actually weird for him to not be in since they have made leaders less heads of state and more just thought leaders. Of all the versions of Civ, this is the one that most makes sense for him to be in!

Or... it could be that personas don't earn Legends points or Mementos, or at least don't do so independently of the base leader.
I can't remember where I saw it (elsewhere on CFC or r/civ) but Sarah mentioned that each persona has an independent Legends track.
Maybe #15 is Julius Caesar? The exclusive personas in the deluxe and founder editions could then be a special version of Caesar, which could explain why they did not reveal him with the Antiquity age but kept him hidden for a final reveal of the deluxe/founder exclusive personas. I also think that exclusive versions of Caesar would be a nice incentive for the deluxe and founder editions.
