Paul effectively accused Fauci of lying to Congress about research in China on coronaviruses.

“I totally resent the lie you are now propagating, senator,” Fauci went on to say to Paul. “Those viruses are molecularly impossible to result in SARS-CoV-2.” Fauci added, “You are implying what we did was responsible for the deaths of individuals. If anybody is lying here, senator, it is you.”

The actual grant applications could be analyzed by any biologist, and just tell us whether Paul is lying or Fauci is .... it's not hard at all

Including the US back more then a year and a half ago when this was first suggested ?

The original five-year grant was reapproved by the Trump administration in July 2019
“The U.S. federal government checks whether it is OK to work with places like the Wuhan Institute of Virology. We never work with any lab or organization unless it has been preapproved by the U.S. government and/or its agencies,”
In the grant approved in 2014, about $133,000 was sent to the institute in the first four years and about $66,000 in the past year. In the second grant approved in 2019, about $76,000 was budgeted for the Wuhan Institute, though no money was sent before the grant's termination.

There are many ways to genetically modify a virus, it's mostly the amount of effort and funding required. It's totally possible to get a virus to gain function without biochemical fingerprints ... heck, that's what happens in nature, it's just harder.

If there was a devoted set of experiments designed to build something like our current virus, I'd not be surprised that someone could do it. But, you'd expect to see a papertrail. And in any nation that punishes people, you'd then expect obfuscation of that papertrail.
