I did some testing of various scout moves. Moving the scout ne,e (or e,ne) and the worker n will give full knowledge of the tiles that would be worked if Lisbon is located NE of the starting tile and only miss one tile for the starting build.
Moving the worker n and the scout 2e will miss out on 1 tile for each probable Lisbon site though it will give more information further out.
Moving the worker n and the scout se,e gives full knowledge of the starting tile Lisbon area but misses out on 3 tiles of the NE build site. Obviously, this also provides more information on southern tiles.
Regarding the fish, once we're in Republic with a harbor, that tile will be generating 4 food and 4 gold, making it the most productive of the visible tiles. For the early game, it's not useful, but it's an extremely good tile later on.
