Not all civs will have a complete full-featured GP list.

The ones that for certain will (because they are already done) are China, America & France.
England, Russia & Japan are likely going to be worked on next if this goes anywhere.

What about modern counterpart? Iraqi GPeople representing ancient Mesopotamians. I've heard Kurds were the closest to the ancient ones genetically. For Persia, it could be Iran. As examples. So patch-up solution. :)

Objectively speaking, Guan Yu was not a good general
(neither was Zhang Fei & Liu Bei was a poor statesman as well)
and the Sanguozhi is very adamant about his faults.

May I ask what that <!-- 18th --> part means? I know that part is annotation, but I cannot figure out what exactly it means.

I don't know :D I think it's an annotation without specific function. I'm just a stupid player who copy/paste some codes hoping they'll work.
 
That's a very important point. I think this is too many GPs in some categories.

That's actually why the comments are there. I usually add the century a great person is from when creating GP lists so I don't have to look it up all the time. It helps figuring out if an era is overrepresented. You don't want medieval GPs in the Industrial era.
