I did not realise when I picked my question, looking at the map, that Australia was so high on the scale..... and seeing the answers....so special
And did not expect that some UK tradition would take such an influence in some countries over more rational reasons, necessities

This answer touches a bit on it for the three dark areas Australia, US and Canada.
Not the convicts as such, but one of the national culture elements that was also imported from the homeland Britain to areas less suited for those habits and therefore leading to this high amount per capita.
Not the inevitable tea with a drop of milk, but someting similarly deep rooted.
