light blue is this, Dark blue and green are partially this (in different ways) and black is not this
 
Does it have to do with freedom of religion? Shot in the dark: Black - countries where there are no religious laws (in theory), light blue - religious laws apply, green - religious laws apply to marriage or are regional, purple - something similar to green ?
 
South Africa being included while even countries like Turkmenistan are excluded should be a clue.

Perhaps something about sectarian religious conflict?
 
Religious marriage customs? Eg political marriage not there or not equal in law etc.

To me, the dark blue countries seem somewhat random (especially russia)

Israel being pretty much the only black one in the middle east is probably the most useful thing to look at

I kinda expected the word polygamy to appear lol but yea.

light blue countries polygamy (or polyginy, really) is legal, in green countries it's legal specifically only to muslims. It's illegal in the black and dark blue countries, but in the dark blue countries it's decriminalised
