It's also missing Mayincaztecs, Iroquois, Shoeshone and "Native Americans".

Does it have to do with trade surpluses ? Is Germany one of the missing countries ?

Edit: Non-European civs on in the eastern hemisphere ?

is the little green blob in the middle east lebanon?.....no jordan, no syria, no israel?

Since nobody is picking it up...
I first thought i'd give you a very easy map.
Instead i am giving you a wrong map.
I made it wrong. Two more countries should be green.
I am asking for the datapoint represented, and you have to name the two countries i screwed you with.
Of course you have to.
Trust me. It's still fairly easy.

Give us one of the hidden countries

Strange map. Doesn't seem to be about any empire (eg euro colonies).

is the little green blob in the middle east lebanon?
Palestinian Authority
does it have anything to do with natural resources?
No.
Is Germany one of the missing countries ?
Very no.
Maps looks suspiciously 'muslamic'.
With the notable exception of China and Japan, you mean?
Religion may have an impact, to be fair.
Both missing countries are culture Christian (to say the least) though.

Whatever it is, it has a lot of overlap with countries that still make widespread use of the death penalty.

This is a fairly strong guess.

What are your two missing countries, though?
Chad and Barbados? Libya and Cuba? Syria and Zimbabwe? Yemen and India?

Death penalty for Rape?

Missing countries being India and Pakistan that relatively recently ended their moratoriums.

Is it countries that voted no in the last UN vote about the death penalty for homosexuals ? It would be missing the US and someone else.

Edit : actually it's also missing India, Burundi and Ethiopia so that's not it. But the maps are VERY similar

*sigh*

I am going to award you the win here.

It's countries that executed people as a - supposed - matter of law in 2016.
(obviously there are plenty countries where people get killed by the state in extralegal ways).
The two missing countries would be - obviously - Belarus and the United States.

The most borderline case in the map is actually not Syria or Yemen, as one might expect but Myanmar. Largely because the latter sucks at being a country and, you know, actually controlling criminal justice in the entirety of its territory. So, yeah, in some rogue part of eastern Myanmar local "authorities" killed 2 persons in a formal fashion somewhere between execution and lynching. I decided to not include this in the map, largely because AI didn't and i hope they called the thing correctly.

Needless to say:
This has been horrible. First you people leave the open floor, then you turn all anemic on me in the face of the slightest difficulty.
Very low energy.

Sorry didn't notice this yesterday. I'm going to call open floor also. Hey, I didn't actually figure it out :D

Is black the top end or bottom end?

It's not a scale

Edit:

light blue is this, Dark blue and green are partially this (in different ways) and black is not this
