No, the reasons aren't obvious. They don't have nearly as many natural resources as Russia or the U.S. Hell, Russia would just cut off natural gas and other stuff to Europe. This isn't WW2. And even then, Germany had to get access to oil which they couldn't completely do.

My answer is Brazil. Whenever I'm playing Risk I usually go for the "lesser" continents first (while everyone is fighting over the big ones), get my additional troops per turn and use that to take over either North America, or Africa.
