I actually have an idea for a system to gut the claims spam and such. In particular, to gut the power of any voting bloc.

The attack bonus is a -1 tacked onto the defender's role. Same result either way, I suppose.

Battles updated... three decided; Lil Post Count still needs to roll for the Battle of Toronto.

As a note, the distance penalty is removed once one manages to establish landfall; i.e. the CCCP no longer will suffer it now that it can operate out of NYC. If they were to be driven back into the sea, it would be starting back from square one, with the distance penalty continuing to be applied until they establish a base anew.
