Benito Juárez (Mexico) - 11
Charles IV (Bohemia) - 22
Dihya (Berbers) - 20
Eva Perón (Argentina) - 23 + 1 = 24 Great female leader for a South American civ, since this continent does not have many good names for female leaders. In addition, South America can not be restricted to having only two civs (Brazil and Incas), Argentina is certainly the third best South American civilization, imo.
Geronimo (Apache) - 11
Hongi Hika (Maori) - 22
Nemequene (Muisca) - 21
Idia (Benin) - 21
John A. Macdonald (Canada) - 5
Lorenzo de' Medici (Florence/Italy) - 25

Songtsen Gampo (Tibet) - 22
Tamar (Georgia) - 23
Timur (Timurid Empire) - 23
Touissaint Louverture (Haiti) - 15 - 3 = 12 Great leader, but should we have Haiti as a civ? I would have chosen Taino as a Caribbean civ.
Vlad the Impaler (Romania/Wallachia) - 20

Benito Juárez (Mexico) - 11
Charles IV (Bohemia) - 22
Dihya (Berbers) - 20
Eva Perón (Argentina) - 24
Geronimo (Apache) - (11-3)=8 Once again, I'm not in favor of an Apache Civ.
Hongi Hika (Maori) - 22
Nemequene (Muisca) - (21+1)=22 I'm in favor of a Muisca Civ (Pre-Columbian South America needs more representation), and Nemequene is a good choice to lead it.
Idia (Benin) - 21
John A. Macdonald (Canada) - 5
Lorenzo de' Medici (Florence/Italy) - 25
Ranavalona I (Madagascar) - 22

Benito Juárez (Mexico) - 11
Charles IV (Bohemia) - 22
Dihya (Berbers) - 20
Eva Perón (Argentina) - 24 - 3 = 21 (Way too high given her failure to secure a vice presidential position, and seems popular largely due to the Evita musical. Her actual accomplishments are vastly overrated.)
Geronimo (Apache) - 8
Hongi Hika (Maori) - 22
Nemequene (Muisca) - 22
Idia (Benin) - 21 + 1 = 22 (Held more power than Eva Peron, and was more interesting, as a combination of a queen mother, warrior queen, mystic, and mage. In some ways, she echoes Himiko, though Idia is better documented and less a figment of ancient legend.)
John A. Macdonald (Canada) - 5
Lorenzo de' Medici (Florence/Italy) - 25
Ranavalona I (Madagascar) - 22
Osei Kofi Tutu I (Ashanti) - 23
Solomon (Hebrews) - 17

Charles IV (Bohemia) - 22
Dihya (Berbers) - 20
Eva Perón (Argentina) - 21
Geronimo (Apache) - 8
Hongi Hika (Maori) - 22
Nemequene (Muisca) - 22
Idia (Benin) - 22
John A. Macdonald (Canada) - 5 - 3 = 2 I do not think he has such a remarkable personality compared to other leaders in the list.
Lorenzo de' Medici (Florence/Italy) - 25 + 1 = 26 Again, he is an interesting leader for an Italian or Florentine civ.

Ranavalona I (Madagascar) - 22
Osei Kofi Tutu I (Ashanti) - 23
Solomon (Hebrews) - 17
Songtsen Gampo (Tibet) - 22
Tamar (Georgia) - 23
Timur (Timurid Empire) - 23
Touissaint Louverture (Haiti) - 12
Vlad the Impaler (Romania/Wallachia) - 20

Benito Juárez (Mexico) - 11
Charles IV (Bohemia) - 22+1=23 - One of the greatest Czech kings. He was also the first king of Bohemia to become the emperor of HRE.
Dihya (Berbers) - 20
Eva Perón (Argentina) - 21
Geronimo (Apache) - 8
Hongi Hika (Maori) - 22
Nemequene (Muisca) - 22
Idia (Benin) - 22
John A. Macdonald (Canada) - 2-3=-1 - Goodbye. I'm not enthusiastic for Canadian Civ, and it surely has more interesting leader. Maybe next time, instead of Australia.
Lorenzo de' Medici (Florence/Italy) - 26
Ranavalona I (Madagascar) - 22
Osei Kofi Tutu I (Ashanti) - 23
Solomon (Hebrews) - 17
Songtsen Gampo (Tibet) - 22
Tamar (Georgia) - 23
Timur (Timurid Empire) - 23
Touissaint Louverture (Haiti) - 12
Vlad the Impaler (Romania/Wallachia) - 20

Benito Juárez (Mexico) - 11
Charles IV (Bohemia) - 23
Dihya (Berbers) - 20
Eva Perón (Argentina) - 21
Geronimo (Apache) - (8-3)=5 Great leader, but not so great Civ.
Hongi Hika (Maori) - 22
Nemequene (Muisca) - 22
Idia (Benin) - 22
Lorenzo de' Medici (Florence/Italy) - 26
Ranavalona I (Madagascar) - 22
Osei Kofi Tutu I (Ashanti) - 23
Solomon (Hebrews) - 17
Songtsen Gampo (Tibet) - (22+1)=23 He seems like the best option for a Tibetan leader. He's already in the game as a Great Prophet.
Tamar (Georgia) - 23
Timur (Timurid Empire) - 23
Touissaint Louverture (Haiti) - 12
Vlad the Impaler (Romania/Wallachia) - 20

John A. Macdonald was the one who constructed the Canadian Pacific Railway, as well as one who subjugated the natives (including executing Louis Riel). However, I like Riel; he fought for the rights of the Métis.

Oh, and Macdonald was a drunkard.

Benito Juárez (Mexico) - 11
Charles IV (Bohemia) - 23
Dihya (Berbers) - 20
Eva Perón (Argentina) - 21

Osei Kofi Tutu I (Ashanti) - 23

Songtsen Gampo (Tibet) - 23
Tamar (Georgia) - 23
Timur (Timurid Empire) - 23
Touissaint Louverture (Haiti) - 12 - 3 = 9 I'm not too excited about a Haitian civ.
Vlad the Impaler (Romania/Wallachia) - 20

I was thinking... Should I include never represented parts of long existing Civs history as a "never before seen Civ"? By that I mean Sassanids for Persia, Safavids for Persia, and so on.

Benito Juárez (Mexico) - 11
Charles IV (Bohemia) - 23
Dihya (Berbers) - 20
Eva Perón (Argentina) - 21
Geronimo (Apache) - 5-3=2 - Let's finish him.
Hongi Hika (Maori) - 22
Nemequene (Muisca) - 23

Solomon (Hebrews) - 17
Songtsen Gampo (Tibet) - 23
Tamar (Georgia) - 23
Timur (Timurid Empire) - 23+1=24 - Timur and the Timurid Empire could make a good alternative to Genghis Khan and Mongolia.

By making Sassanids and Safavids into separate Civs? I don't think Firaxis will do that. They do seem to have an obsession with Achaemenid Persia (must be that ancient Greek bias:p).

Benito Juárez (Mexico) - 11
Charles IV (Bohemia) - 23
Dihya (Berbers) - 20
Eva Perón (Argentina) - 21
Geronimo (Apache) - 2-3=0 Eliminated! Not a big fan of the horse raiding Apache Civ.
Hongi Hika (Maori) - 22
Nemequene (Muisca) - 23
Idia (Benin) - 22
Lorenzo de' Medici (Florence/Italy) - 26
Ranavalona I (Madagascar) - 22
Osei Kofi Tutu I (Ashanti) - 23
Solomon (Hebrews) - 17
Songtsen Gampo (Tibet) - 23
Tamar (Georgia) - 23
Timur (Timurid Empire) - 24
Touissaint Louverture (Haiti) - 9
Vlad the Impaler (Romania/Wallachia) - (20+1)=21 He seems to be the most interesting leader choice for Romania.

Benito Juárez (Mexico) - 11
Charles IV (Bohemia) - 23
Dihya (Berbers) - 20 + 1 = 21 (An actual leader with a warrior's accomplishments, but also a sorcerous reputation; she was known to have foreseen the future, although one wonders if she foresaw her eventual defeat. Nonetheless, she put up a good fight indeed.)
Eva Perón (Argentina) - 21 - 3 = 18 (Less of a leader than most of the others remaining, she never held real power and was overrated due to her being the subject of Evita)
Hongi Hika (Maori) - 22
Nemequene (Muisca) - 23
Idia (Benin) - 22
Lorenzo de' Medici (Florence/Italy) - 26
Ranavalona I (Madagascar) - 22

Solomon (Hebrews) - 17
Songtsen Gampo (Tibet) - 23
Tamar (Georgia) - 23

Eva Perón (Argentina) - 18
Hongi Hika (Maori) - 22
Nemequene (Muisca) - 23
Idia (Benin) - 22
Lorenzo de' Medici (Florence/Italy) - 26
Ranavalona I (Madagascar) - 22
Osei Kofi Tutu I (Ashanti) - 23
Solomon (Hebrews) - 14 (17-3) Not even the bible thinks he was a good ruler...
Songtsen Gampo (Tibet) - 23
Tamar (Georgia) - 24 (23+1) King Tamar is a must have for civ VI. I think I will be really disappointed if she doesn't make into the game at some point.
Timur (Timurid Empire) - 24
Touissaint Louverture (Haiti) - 9
Vlad the Impaler (Romania/Wallachia) - 21

Benito Juárez (Mexico) - 11
Charles IV (Bohemia) - 23
Dihya (Berbers) - 21
Eva Perón (Argentina) - 18 + 1 = 19 She should not fall now. She is very iconic as a modern female leader.
Hongi Hika (Maori) - 22
Nemequene (Muisca) - 23
Idia (Benin) - 22
Lorenzo de' Medici (Florence/Italy) - 26

Songtsen Gampo (Tibet) - 23
Tamar (Georgia) - 24
Timur (Timurid Empire) - 24
Touissaint Louverture (Haiti) - 9 - 3 = 6 I'd rather have Taino as a civ from Central America.
Vlad the Impaler (Romania/Wallachia) - 21

Benito Juárez (Mexico) - 11
Charles IV (Bohemia) - 23
Dihya (Berbers) - 21
Eva Perón (Argentina) - 20 (19 + 1) Would really like to see her lead Argentina.
Hongi Hika (Maori) - 22
Nemequene (Muisca) - 23
Idia (Benin) - 22
Lorenzo de' Medici (Florence/Italy) - 23 (26 - 3) A fantastic choice, but let's not make this too much of a runaway victory.
Ranavalona I (Madagascar) - 22
Osei Kofi Tutu I (Ashanti) - 23
Solomon (Hebrews) - 14
Songtsen Gampo (Tibet) - 23
Tamar (Georgia) - 24
Timur (Timurid Empire) - 24
Touissaint Louverture (Haiti) - 6
Vlad the Impaler (Romania/Wallachia) - 21

Benito Juárez (Mexico) - 11
Charles IV (Bohemia) - 23+1=24 - One of the best choices to lead the Kingdom of Bohemia.
Dihya (Berbers) - 21
Eva Perón (Argentina) - 20
Hongi Hika (Maori) - 22
Nemequene (Muisca) - 23
Idia (Benin) - 22
Lorenzo de' Medici (Florence/Italy) - 23
Ranavalona I (Madagascar) - 22
Osei Kofi Tutu I (Ashanti) - 23
Solomon (Hebrews) - 14
Songtsen Gampo (Tibet) - 23
Tamar (Georgia) - 24
Timur (Timurid Empire) - 24
Touissaint Louverture (Haiti) - 6-3=3 - A great leader, but I'm not interested in seeing Haiti as a Civ.
Vlad the Impaler (Romania/Wallachia) - 21

Benito Juárez (Mexico) - 11
Charles IV (Bohemia) - 24
Dihya (Berbers) - 21
Eva Perón (Argentina) - 20
Hongi Hika (Maori) - 22
Nemequene (Muisca) - 23
Idia (Benin) - 22
Lorenzo de' Medici (Florence/Italy) - 23 + 1 = 24 Rome does not necessarily equal Italy
Ranavalona I (Madagascar) - 22
Osei Kofi Tutu I (Ashanti) - 23
Solomon (Hebrews) - 14
Songtsen Gampo (Tibet) - 23
Tamar (Georgia) - 24
Timur (Timurid Empire) - 24
Touissaint Louverture (Haiti) - 3 - 3 = ELIMINATED Haiti can wait
Vlad the Impaler (Romania/Wallachia) - 21

I forgot to mention that John A. Macdonald was a racist: he put a strict quota on Chinese immigration to Canada.

I forgot to mention that John A. Macdonald was a racist: he put a strict quota on Chinese immigration to Canada.

American politicians at the time were the same. Yellow peril...

Benito Juárez (Mexico) - 11
Charles IV (Bohemia) - 24
Dihya (Berbers) - 21
Eva Perón (Argentina) - 20
Hongi Hika (Maori) - (22+1)=23 Seems like a suitable choice to lead the Maori.
Nemequene (Muisca) - 23
Idia (Benin) - 22
Lorenzo de' Medici (Florence/Italy) -24
Ranavalona I (Madagascar) - 22
Osei Kofi Tutu I (Ashanti) - 23
Solomon (Hebrews) - 14
Songtsen Gampo (Tibet) - 23
Tamar (Georgia) - 24
Timur (Timurid Empire) - (24-3)=21 I don't know who to downvote, so Timur takes the hit. While they can fill up Central Asia, I don't want the Timurids to replace the Mongols.
Vlad the Impaler (Romania/Wallachia) - 21

Benito Juárez (Mexico) - 11
Charles IV (Bohemia) - 24
Dihya (Berbers) - 21
Eva Perón (Argentina) - 20 - 3 = 17 (Her accomplishments are relatively few and minor and the glamor of her life derives in the popular imagination from a musical. Similarly an obsession with Cleopatra's glamorous image led to her inclusion in VI despite her similar lack of accomplishments. Eva and Cleo were both intelligent women, sure, but as leaders they didn't do so well. And Eva being a leader is arguable since she failed in her vice presidential bid.
Hongi Hika (Maori) - 23 + 1 = 24 (Agreed.)
Nemequene (Muisca) - 23
Idia (Benin) - 22
Lorenzo de' Medici (Florence/Italy) -24
Ranavalona I (Madagascar) - 22
Osei Kofi Tutu I (Ashanti) - 23
Solomon (Hebrews) - 14
Songtsen Gampo (Tibet) - 23
Tamar (Georgia) - 24
Timur (Timurid Empire) - 21
Vlad the Impaler (Romania/Wallachia) - 21

By making Sassanids and Safavids into separate Civs? I don't think Firaxis will do that. They do seem to have an obsession with Achaemenid Persia (must be that ancient Greek bias:p).
So does that mean I should or shouldn't include Sassanids, Mughals or Safavids as a never before seen Civ? (they are maybe unlikely, but I don't think we'll get Tibet as a Civ, and yet it's leader is on this list :P)

Benito Juárez (Mexico) - 11
Charles IV (Bohemia) - 24
Dihya (Berbers) - 21
Eva Perón (Argentina) - 17
Hongi Hika (Maori) - 24
Nemequene (Muisca) - 23
Idia (Benin) - 22
Lorenzo de' Medici (Florence/Italy) - 24+1=25 - Italy deserves to be a Civ, and I'd like to see at least two city-states leading it. I want to see Venice for trade and Florence for Culture, and Lorenzo de' Medici is probably the best choice for cultural Florence.
Ranavalona I (Madagascar) - 22
Osei Kofi Tutu I (Ashanti) - 23
Solomon (Hebrews) - 14
Songtsen Gampo (Tibet) - 23
Tamar (Georgia) - 24
Timur (Timurid Empire) - 21
Vlad the Impaler (Romania/Wallachia) - 21-3=18 - I don't know who I dislike most, so I'll downvote Vlad. He fought with Ottomans and he's Romanian national here, but that doesn't mean he wasn't quite... brutal.
