IMHO, this concept simply wouldn't work for Civ4Col. Why?
Civ4Col is based on the premise that the lands shown on the map are separate from the lands of the home countries - the new world. The home countries are only present in an abstract fashion by sailing back to the old world from the edge of the new world map. If the game map represented the entire world, where would you sail back to? How many turns would it take to reach home? And it opens up the can of worms of representing the home countries, both economically and militarily, in relationship with the new colonies.
I'm not saying that it would be impossible to import some Civ4Col concepts into Civ4. But a map representing the entire world would be more Civ4 and less Civ4Col.
I suppose you could have a Civ4-like game with the city/population/specialist mechanics of Civ4Col... but where would you send your goods to sell them? Mars?

Yes, but that is also the point of a mod - modifying the game so that it is more to your liking. Playing Civ4Col on an Earth map is THE modification I am looking most forward to. As for "where to sell the goods", there are some ways to do that by doing some modifications to the existing system (and those ways could be used either permanently or as a placeholder until a new system for that is developed), for example:
1) By just keeping the Europe screen, and making countries access it through the Atlantic or the Red Sea, as well as having a Custom House available for everyone to sell their goods (European countries included).
2) By transforming the "Europe" screen into a "World Market" screen (and either simply keep immigrants showing up there, or make them show up directly at the nation's ports).
3) By removing access to the Europe screen, changing it's name to "World Market", and make the Custom House (available for everyone) be the only way to sell the goods to Europe/World Market; immigrants would show up at the nation's ports.
I understand that for some Civ4Col in an Earth map wouldn't be Col-ish, but I'm sure there are others as well that would like to see exactly that, Civ4Col using a map of the whole world.
