Imagine a game as Yemen or Oman, just building and building until the Portuguese or British come to kill you. Then you win! Congratulations for beating the odds. We could make Thailand a balandeur-civ. If the player wants to play Yemen then they will spawn as Yemen. If player wants to play Canad they will spawn as Canada.

With the new "give independence to a civ from your cities" mechanic or whatever it is called.. I think inclusion of Canada as a non-playable civilization can only gained from giving independence to cities (in Canadian territory), is worth considering~
