It's like trying to represent Luxembourg; the scale is too unrefined to represent nations as small as that.
Brussel's best location would be 1E1S from Amsterdam, if it could be done this way. It's not the same thing than Luxembourg, Belgium had a quite big colonial empire with Congo and have a more important place in history than Luxembourg, which is way smaller.

You make a good point, but there isn't really a need to crowd Europe more then it already is. IMO, Netherlands can sufficiently represent the Low Countries. If the concern is that Netherlands doesn't colonize Congo, you could make it historical/contested for them (if it already is not), and maybe give them a Trading Company event to conquer it.
Playable Luxembourg, Monaco or Vatican would be, indeed, a bit too much, but I think that Belgium would fit well. Yes, it can be represented by the Netherlands but many of the Civilizations added in DoC could be represented by former Civilizations in RFC, and yet, it's much better now since there are more civilizations to play and it's way more historically accurate (RFC is very good too though). Well that could be a solution, but adding them would be the best one IMO.

I say just make it so Netherlands colonizes the Congo..

I was originally suggesting just keeping the Netherlands the Netherlands, but maybe we could shift the role of the Netherlands to a represntative of all three Low Countries. Seems a little awkward, but it could work.

There's no need for a change.
For most of the time, the Low Countries were only the Dutch. So if we represent the Dutch, we automatically represent the Low Countries. So the Low Countries are already represented. (And IMO, quite accurately.)
BTW, fries are more important to the Belgians than Ale.

Spelling it out: there is only enough space in the Benelux area for one city and the Netherlands and Amsterdam obviously have the most prominent role in history of the alternatives.
I guess that's because you usually speak French there

Here I have to speak : the word Ale is also known in France ! Some of us know it is the belgian beer (one of the most estimated in France)

It would be an interesting idea. A game in which you start as a Homo Erectus, then build up a tribe and try to discover Fire. then you have to fight the "evil" Neanderthals and harness the power of the spear and bow, something that lies deep inside the last refuge of the Cro-Magnon... At the end you have the choice of evolving after assimilating the Neanderthals and Cro Magnon, effectively wiping them out, coexist peacefully and hope none decided to wipe the other out or just leave things as they were and stall your evolutionary process.
In any case, Boers please. They would rock.
