edit: Less flamboyant version, this stuff is sentimental dross which obscures any actual human compassion that the event might be expected to inspire.

What's the black and white one? Doesn't appear to be northern Ireland, so my first guess would be Cornwall, but I don't have much to back that up.
 
Good luck finding someone who actually speaks Cornish then.
 
The stump in the cartoon is referencing the push here to have oak trees near schools cut down due to acorns posing a potential threat to children with nut allergies. The cartoon is pefectly apt as far as I'm concerned. When I was in elementry and middle school in the 90's, we weren't even allowed to play soccer or basketball at recess because we could be hurt by the ball. I wish I was making that up.
 
When I went to school in the US, we had a fence around our playground, the fence had barbed wire on it, and was 2 meters tall. In Bosnia, I walked 2 km's to school unattended, everyday. People are way to panicky about child safety.
