Alfred. THe legend goes something like this:
Mr. Alfred is running from the Danes or something, and ends up in this random woman's house (she doesn't know hes the king).
Woman: Hey, sir, I need to go out to do some errands. I'm baking some cakes/pastry/bread-stuff in the oven - can you look over them when I'm gone, and take them out before they burn?
Alfred (as a good and noble person): Sure thing, woman!
Woman: Good. I'll be back soon.
[Leaves]
Alfred [sits down and watches cake]: Hmm... blah blah blah problems blah blah blah Danes are owning me blah blah blah must think of some amazing strategy blah blah blah i can't be this much of a noob balh blah blah balh balh blah the fate of England is in my hands blah blah balh strategy blah balh blah strategy tactics blah blah blah...

Less important leaders like Boudica/Joao II were added into the game, but significant figures like Adolf Hitler are left out...
-Compare Joao's achievements to those of Hitler in WW2 (a milestone in human history).
-Compare Portugal's achievements in hundreds years to those of Nazi Germany in 12. Ask anybody on the street if they know who Joao II is: Unless they're portuguese I'm willing to bet they won't know. Ask that same person who Hitler was.
WW2 has become a huge cultural symbol. The Portuguese Peninsular War of 1807... not so much.
Alright, enough whining. Germany has two good leaders, and Firaxis knew that adding Hitler would offend many paying customers. They were worried of a jewish player who, mousing over Adolf Hitler's portrait, would see:
Friendly: +5 We care for our brothers and sisters in the faith.
That same person, who will get offended so easily, probably doesn't know that Stalin did his own fair share of killing (20 million in Siberia, rumored), yet he is in the game, or that Isabella, along with the Inquisition, persecuted over 200,000 non-Christians out of Spain.
But by having many civilizations, Firaxis attracts a larger pool of gamers. I still think they should add some new leaders though, instead of entire new civilizations that won't see a new leader until Civ 7 (Khmer...). Poor Arabia has been stuck with Saladin for a long time... Spain, Aztecs, Inca, Japan and Mali also need some attention.
Li Shi Min might be a good choice for a Chinese leader
