Acting President: Marziabo Nevarez Garza

History: The White Death butchered the American government. The President and Vice-President succumbed to the disease, along with most of Congress. Unsurprisingly, the highest ranking Hispanic government official quickly became Acting President of the United States – Santo Sisneros Carranza, Secretary of Veterans Affairs.


Acting President Carranza attempted to maintain control of the United States, but the remaining government institutions outside of Washington D.C felt little loyalty to him and very few of the new regional governments recognized the authority of the Acting President. Acting President Carranza’s authority was secure only due to his influence over the surviving military institutions in D.C. Carranza’s early term was mainly occupied with maintaining the infrastructure of D.C and reclaiming the surrounding areas.


The most major issue in Acting President Carranza’s political career happened during 2052. As mandated in the constitution, the term for the previous President was coming to an end and elections needed to be held. However, the Acting President was worried that the military would not support attempts at holding elections inside D.C. Also, he felt that any action would be considered extremely illegitimate.


Acting President Carranza passed a bill through the remnants of Congress calling for a convention of the states to adopt the 28th Amendment to the United States Constitution. This Amendment allowed for the indefinite extension of the term of the President of the United States, alongside most other elected offices, until it was physically possible for elections to be held in all states. It also gave the President or Acting President extraordinary powers, including the power appoint Governors. The convention of the states, known as Carranza’s Convention, consisted of all people who the Washington Heirs recognized as Governors. Most of these Governors had extremely dubious claims on Governorship and most of these Governors were officially confirmed via the powers invested in Acting President Carranza by the 28th Amendment. Although many saw the convention as a complete sham, Carranza was extremely popular in the military and in the territories controlled by the Washington Heirs so those objections were ignored.


Due to the distance involved, military from Washington Heirs didn’t participate in the Second Mexican-American War, although they considered Mexico’s actions an act of war. In 2059, Acting President Carranza died from poor health due to the collapsed health system. His Acting Vice-President, Marziabo Nevarez Garza, became Acting President via the Presidential Succession system.


Government: While the Washington Heirs still claim to be a democracy, meaningful elections have not been held since the establishment of the polity. Shadow Congressmen and Senators are still elected in D.C, but they have basically no power in the government. Local government elections are held inside and outside of D.C, but they have little independence from the Old Government and the Military.


The real power in the Greater D.C Region is the Old Government, unofficially known as the Washington Heirs. They consist of the Acting President, Acting Vice-President, Congressmen and Senators elected before the White Death (and the nearly powerless Shadow Congressmen/Senators) and the Congress of Governors and the various government officials appointed by them. The Congress of Governors are officially Governors of the 50 States and are directly appointed by the Acting Vice-President. However, they obviously hold little to no influence over those regions and their only real power is approve Constitutional Amendments, none have been passed since the 28th.


The only way the Washington Heirs can continue to rule is because of the support of the Military, which is descended from the militaries, police forces and loyalist militia in the region. Both the Washington Heirs and the Military know this, the Military respects the Washington Heirs because they doubt that they would have the legitimacy to rule outright, let alone attempt to claim control over the United States. However, despite this power the Washington Heirs are careful not to annoy the Military too much as they rely on their support to keep the population in line.

Hmm, it seems several of those provinces are the result of misplaced border pixels. You've actually claimed 44 with that in mind, and can claim 6 more, or get 6 extra EP production (which will also raise your trade income).

Claims grant 1 EP per turn, while also controlling how many military units you can have without paying maintenance.

New York City Council Government

Metropolitan New York (the tri-state area) was 24 million strong pre-apocalypse. Chop that down by 95%, add the city's Native Americans (the largest single group in one urban area in pre-apocalypse America) and you've still got a bustling 1.5 million or so people. Even after the devastation the global pandemic wrought on the political class, the City of New York was able to create an Emergency Government (the EG) that maintained relative continuity of the legal and political system. The leaders of the EG hoped to keep order in the City of New York proper, awaiting the return of the federal government - they never came. By the end of the Mexican-American War in 2056, the EG declared the re-establishment of civilian government through the strong mayor-council system of pre-apocalypse New York, to pursue an independent path for the people that the EG had saved in the city limits.

Thinking on it and having consulted with others, I think Sparta as is is rather immersion breaking. It goes without saying I allow a broad range of bizarre turns of events, but Greek historians occupying such a huge area, assuming power over the indigenous majority, and rechristening it after a warlike state seems odd without further explanation.

Now, that's not to say that you can't necessarily be that state, just that some more explanation is necessary to justify it. As an example: perhaps the state isn't actually Greek at all, but is run by a clique that deifies the Ancient Greeks, particularly the Spartans, and tries to brand "Sparta" as a successor? This wouldn't be too odd given the real world fixation on Rome, or the absurd "Aryan race" idea.

As an alternative approach, pseudoscience being what it is, you could go so far as to cook up a myth the Ancient Greeks crossed Beringia (which sank later than inaccurate history suggests) and that by proxy, the indigenous people of Alaska, Yukon, etc. are actually Greeks. This is a time of chaos and personal trauma that is likely leading to all kinds of crazy thinking, so this wouldn't be too alien.

Plus, this has been done before in other IOTs. Mainland Japan and all that. :p

These are just some ideas. If you have your heart set on being a Greek successor state, I'm fine with this, though I'd need some more detail to connect it to the overall universe.

Oh. Then yes. You can hypothetically claim as much as you want (we have a rump United States government claiming sovereignty over the entire USA, for example), but it's up to you to defend said claim!

A clad figure who emerged during the Mexican-American War would preach the words of end times, claiming to be the 8th and last recantation of a series of prophets (which include Jigonhsasee, Jesus, Bhudda, Muhammad, and those whose name have escaped history. This Prophet, self-rechristen as Tzin Temachtiani, intitally began small with a few followers in their own Nahuatl community but eventually contact eventually leaded to expansion, bringing Indigenous and Hispanic into the fold of a new flock. The new flock were teached that the Earth had been corrupted by sin and that through a new faith it could be cleansed.

Founding a sect of desciples (that became the Sect of Eight) the Prophet continued to preached in northern Mexico, while the Sect of Eight helped establish security in forms of own militia forces and became to lay own law policies. Eventually the Iccanites were forced out of Mexico thanks to a crackdown against a preserved attempt to undermine public rule of law, especially when several churches were lit on fire; this came also after violence erupted by militia linked to the Prophet and the reported sacrificial of several priests (of Catholic and trational Nahuatl faiths) by fire as a symbolic means of cleansing the Earth of what the Prophet labelled "sin of mind." The Prophet own Nahuatl Community began to also threaten the Iccanites out under distain for the aggressive behaviour the followers of the Prophet were taking to their local communities (including the whole burning priests of other faiths policy), which one elder dubbed “Aztecs turned Conquistadors.”

The Prophet and followers were exiled to the northern desert, wandering a harsh journey till they reached the former land of rescue; there they were saved by a band of Karankawa who took them to their lands in the south-east parts of the former US state of Texas. The welcoming proved short lived as many Karankawa shaman felt threatened by the strange cultic religion that Twin Temachtiani bought; at the same time a influx of Iccanites emerged from the Mexican border to seek out their Messiah. To the shamans dismay they proved too late to stop the Prophet from preaching the new faith and a Karankawa’s shaman’s daugture was granted the honour becoming high priestess of a new structure; Tocanahuacan Iccen, which would sit as centre of a capital of the Divine Mandate the Prophet envisioned, for the Karankawa shaman’s horror the Prophet converted the leadership to the Nahuatl cult. An attempted assault was conducted to stop the Prophet from taking over the lands for their own purpose; in the end the leading shaman were placed on stakes and sacrificed via the flames. Following this the followers of the now Divine Mandate of Tlamihua begain a grand expansion to incorporate southern former Texas, forcing residents that refused to convert to flee while settling Nahautl exiled from their communities in Mexico. Many priests and shaman were joined with several of their flock when the Divine Mandate decided to sacrifice.

Seeing the former USA as a land of decadence and malice Tzin Temachtiani has decided to issue a great conversion of the land to the Iccan faith, believing that a success here would allow the fate of saving the world from the ills that humanity warped upon it can be conducted. Whether the Mexican government will tolerate this will be a question to be answered in due course.


OCC: more will be added: added this now due to time constants and need to have something for GM to put down. Will edit this post till finished. Story-wise a self-declared prophet emerged among the Nahuatl during the chaos; ended in USA with followers due to not getting a happy reception by both the Mexican government and Nahuatl communities.

History

Returning to their heritage, the newly established "New Georgia" has placed itself back to its confederate days, distancing the state from the former days under federal rule. Whilst still upholding and maintaining the old constitution, the state has founded its own confederate state congress, government, province-based people's militias and its own currency, including raising the old war-torn banners of the civil war days.

The New Georgian Military is nothing like the nation's modern military pre-plague. It is organized into several smaller people's militias that protect the provinces they are raised in. During times of war, these militias are levied and banded together to form larger army groups when put on the offensive. Actual professional military forces are divided between the New Georgian Air Force (NGAF) and The New Georgian Mechanized Army (NGMA), whom are permanent military units within the confederate state.

Equipment

The New Georgian Military, whether it being the Georgian People's Militias, Mechanized Army, or Air Force, make use of whatever military equipment they can find. Better and more modernized equipment is reserved for the official branches of the military, but the militias are no joke either.

Mostly waiting for any last-minute signups.

I'll wait until we have 20 players or it's midnight PST (that's in 6 and a half hours). After that, signups are locked and I'm working on the first update, just in time for Election Day!
